Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 5, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve fee reports submitted by County Court, County Clerk, Clerk of District Court, Register of Deeds, County Treasurer and County Sheriff. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve Interlocal agreements with the City of North Platte for maintenance of county roads. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 5, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve notice of valuation changes numbered 2013-047 & 2013-048 as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Roethemeyer to approve entering The county of Lincoln, Nebraska, into an agreement with Computer Information Concepts, Inc., titled Hardware, Software and/or Initial Peopleware Agreement, which is in regards to hardware/software being provided to the County and to be used by the Register of Deeds Office, and authorize the Lincoln County Board Chairman to sign the written agreement for The county of Lincoln, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve entering The county of Lincoln, Nebraska into an agreement with Computer Information Concepts, Inc., titled CIC Software License Agreement, which is in regards to giving a perpetual license to use the software to the County, and authorize the Lincoln County Board Chairman to sign the written agreement for The county of Lincoln, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and set September 16, 2013 at 10:00 A.M. for public hearing to receive comments on the proposed 2013-2014 fiscal year Lincoln County, NE budget. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and set September 16, 2013 at 10:30 A.M. for public hearing for the purpose of receiving comments relating to setting the final tax request at a different amount than the prior year. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve exceeding the budget limit by an additional 1% for the 2013/2014 fiscal year Lincoln County, NE budget. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve File No. SU13-004 –

Application by Meyer Administrative Subdivision which will divide the existing

Agricultural dwelling site consisting of 1.63 acres from the remaining 314.89 acres of

Agricultural ground. The property is located in the SE ¼ of Section 24-14-33 in an

Industrial District west of Hershey. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

 

County Highway Supt., Jerry Hitchcock, and Emergency Management Director, Dan

Guenthner reported the county would need to purchase three 8’ X 40’ storage

containers at a price of $7200 each to store the flood items that UPRR is wanting to

donate to the county. They would need to be set on bridge planks at the county

road department. Brown Transfer will transfer the items from the railroad to the

county for an approximate cost of $700.

 

Motion by Deterding, seconded by Roethemeyer to approve acceptance of flood

supplies donated by Union Pacific Railroad. Upon roll call vote Deterding, Roethemeyer

and Hewgley voted “aye”. Nays, none.

 

Presentation by Andrew Thompson and Tyler Glesne of ME Group concerning the HVAC upgrade of the Lincoln County Courthouse. The proposal of the new system

is built around energy efficiency, longevity and reduced maintenance.

 

The old systems would be abandoned in place as much as possible.

 

The first step would be to have geothermal test wells to determine which type of system

would be feasible. The next step would be to get bids and award well field construction.

Project design would be taking place at the same time. This should allow construction

to be completed by June, 2014.

 

A budget work session was held.

 

County Board members met with other elected and appointed officials at the Sheriff’s

Department in the training room.

 

Budget work session continued in the Commissioner’s Room.

Advance notice and the agenda for the August 12, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 19, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
