Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 12, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee report submitted by the County Sheriff. Motion carried.

 

Motion by Deterding, seconded by Roethemeyer to approve the 2013 Lincoln County Inventory documents for all county offices as presented. Motion carried.

 

Motion by Deterding, seconded by Roethemeyer to approve the right of way applications submitted by Verlon Vanatta. Motion carried.

 

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 12, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization recessed at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Roethemeyer to approve the D.A.R.E. agreements with the following local school districts: Hershey, Sutherland, Wallace & Maxwell. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none

 

Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Fraternal Order of Eagles for a Pheasants Forever Banquet to be held on October 19, 2013 at the Creekside Event Center. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Dan Estermann presented information concerning the N-CORPE Project (water farm project by the 4 Natural Resource Districts). He requested that the Commissioners consider bringing the various partners together at a planning commission meeting to discuss some of the impacts of this project.

 

County Assessor, Julie Stenger, also commented on some of the issues concerning her assessed values, occupation tax and personal property tax.

 

Motion by Roethemeyer, seconded by Deterding to approve the memo dated 8-16-13 by Tyler Glesne at ME Group to proceed with the open loop geothermal system feasibility study. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the geological testing for an open loop geothermal system and approve them to get bids. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none

 

Motion by Deterding, seconded by Roethemeyer to approve the $97,300 contract with ME Group regarding the HVAC upgrade of the Lincoln County Courthouse and authorize the Chairman to sign and initial each page. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and accept the withdrawal of the application by Wetlands America Trust for the conservation easement with Beer Creek Ranch, LLC for the reason the Seller will not be ready for the transaction until September. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

County Board conducted a budget work session.

 

County Board met with elected officials and department heads in the Commissioner’s Room at 12:00 P.M.

 

County Board continued work in a budget work session.

Advance notice and the agenda for the August 19, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 26, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
