Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 23, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve the substitution of securities by First National Bank and Equitable Bank as pledged to the Lincoln County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to set the mileage reimbursement rate at 56 cents per mile effective January 1, 2014 per the Nebraska Department of Administrative Services. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and order filed in the Office of the Lincoln County Clerk the Audit Report of Lincoln County, Nebraska for the fiscal year ended June 30, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee report submitted by County Court. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and also Sue Fleck, County Treasurer.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 23, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by Maranatha Bible Camp and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Goodwill of Greater Nebraska and Great Plains Regional Medical Center as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Roethemeyer to approve and adopt Resolution No. 2014-01 authorizing the Lincoln County Attorney to foreclose “FF” tax sale certificates issued by the Lincoln County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and adopt Resolution No. 2014-02 authorizing the Lincoln County Attorney to foreclose the lien of all special assessments delinquent within the City of North Platte on all real estate for delinquent special assessments on land that has been offered for sale for two (2) consecutive years and not sold for want of bidders, and which have had issued against them a Tax Sale Certificate. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The bid opening on the production well for the HVAC system to be installed at the Lincoln County Courthouse was postponed due to correspondence coming out from the engineer was not received by all contractors. The bids must now be received by January 13, 2014 at 10:30 A.M. to be considered.

Advance notice and the agenda for the January 6, 2014 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, January 13, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
