Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer and County Clerk, Rebecca Rossell. Commissioner Hewgley was absent. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January13, 2014. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none.   Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution No. 2014-07 to make unlawful discrimination in the acquisition, ownership, possession, or enjoyment of housing; to provide for certain exceptions; to make certain information available upon request. (Fair Housing Policy) Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve the consent and amendment to the interlocal agreement with the City of North Platte concerning Lottery Operator Agreement between Cody Keno Inc., and The City of North Platte and authorize the Chairman to sign. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee reports submitted by the County Sheriff. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the Condition of the Treasury of Lincoln County, Nebraska from July 1, 2013 – December 31, 2013 as presented. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 13, 2014. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Various district representatives of the Calvary Assembly of God church appeared to discuss the denial recommended by the County Assessor on real and personal tax exemption.

 

According to the by- laws if a church is not active it becomes part of the district superintendents responsibility.   The local church has now been assigned to the Kearney church and they have been assigned the task to re-open it this year. They plan to have a pastor in the parsonage as of June, 2014 and hope to start services in September.

 

County Assessor, Julie Stenger, commented that her assessment date is January 1, 2014. At that time there were no longer services being held and no one was living in the parsonage. She contacted the Department of Revenue and was advised that if they file a Form 451 by July 1, 2014 there would be no penalty and it could be considered again for exemption.

 

Commissioners stated that the Assessor has to abide by the law and it is the policy in Lincoln County to put churches/parsonages back on the tax role if they do not meet the qualifications set by the state.

 

Motion by Roethemeyer, seconded by Deterding to deny the real and personal tax exemption application submitted by Calvary Assembly of God as recommended by the County Assessor and advise them to reapply before July 1, 2014 if a pastor and services are in place. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve the real and personal tax exemption application submitted by Midwest Latin American District of Assemblies of God as recommended by the County Assessor. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

 

The Lincoln County Board of Equalization recessed at 9:40 A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Sheriff Kramer requested the board to set a date to accept bids for new pickup trucks. They will be trading two cars, one SUV and one 2012 pickup truck.

 

Motion by Roethemeyer, seconded by Deterding to set Tuesday, February 18, 2014 at 10:00 A.M. as a time to receive bids on four ½ ton, crew cab, 4 door, 4 X 4 pickup trucks for the Lincoln County Sheriff’s Office. Upon roll call vote Roethemeyer and Deterding voted “aye”. Nays, none. Hewgley absent.

Advance notice and the agenda for the January 21, 2014 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, January 27, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
