Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 17, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the right of way application submitted by McCook Public Power District. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Les Green, Information Systems Director and Bruce Mendenhall of Business Telecommunications Systems (BTS) appeared to discuss the proposal submitted for upgrades/maintenance of the current telephone system.

 

Mendenhall explained that they are trying to link the courthouse, Sheriff’s office, Noxious Weed Department and County Road Department into one system. He is proposing that the PBX operators go to a Bluetooth headset rather than the mechanical lifters they are using now as they have to be repaired or replaced frequently. This will involve getting a new phone and console at the PBX desk that is compatible for Bluetooth. The items at the Noxious Weed Dept. and Road Dept. will be a onetime purchase and will pay for itself over time as we will be able to eliminate some phone lines.

 

Les Green informed board members that he had included this item in his current budget.

 

Mendenhall commented that digital phones will need to be replaced with a Voice over IP phone eventually and that the VOIP phones are approximately $75 more a phone than the digital phones.

 

Les reported that he is looking at a 4 year replacement cycle to change over to the VOIP phones.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the proposal by BTS in the amount of $5,980 replacing phone systems as included in the proposal. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the rental agreements submitted by the County Clerk for various polling sites to be used in the 2014 election year. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye’. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the substitution of securities by Hershey State Bank as pledged to the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:25 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 17, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor.  Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Roethemeyer, seconded by Hewgley to approve to accept and file with the Lincoln County Register of Deeds Office the following conveyance to The county of Lincoln, Nebraska, and giving authority to the Chairman of the Lincoln County Board of Commissioners to sign the Real Estate Transfer Statement regarding the conveyance of an Easement Deed from Glenn C. Rosenquist and Patricia B. Rosenquist, husband and wife, to The county of Lincoln, Nebraska, dated March 10, 2014, regarding land located in the SE ¼ of Section 28; Township 13 North, Range 29 West of the 6th Principal Meridian, Lincoln County, Nebraska, the area of said land contains .38 acres, more or less. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The following bids were received for Project C56-(1308) (Fox Creek Bridge):

 

Simon Contractors:              $361,614

Norfolk Contracting:                        $185,595

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign to accept the bid of Norfolk Contracting in the amount of $185,595 for Fox Creek Bridge with a start date of September 22, 2014 with construction to last 6 – 8 weeks with a 70 ft. span and will include removal of the timber bridge. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Lincoln County Board of Commissioners conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the March 24, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, March 31, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
