Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Joe Hewgley, Willis Roethemeyer and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 21, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No treasurer’s receipts were available to file due to computer hardware failure.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permits submitted by Sculley LLC for receptions to be held on May 10th at Lincoln County Fairgrounds and May 17th at Creekside Event Center as submitted. Upon roll call vote Roethemeyer, Hewgley and Deterding and voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permits submitted by Knapp Electric Inc. and J.D. McConnell as recommended for approval by the Highway Supt. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the proposal submitted by Associated Computer Systems Ltd. for one year of system hardware maintenance on the AS 400. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger was present.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 14, 2014. Upon roll call votes Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Hewgley, seconded by Roethemeyer to go into closed session at 9:16 A.M. concerning strategy regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Chairman Deterding restated the motion for the closed session.

 

Motion by Hewgley, seconded by Roethemeyer to go into open session at 9:48 A.M. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No action taken following closed session.

 

The Lincoln County Board of Equalization adjourned at 9:49 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Robert & Samantha Deaver appeared to answer any questions concerning the liquor license application submitted to the Nebraska Liquor License Commission for a Class D license for Log Cabin Café LLC dba Log Cabin Café. They have also requested the Liquor Control Commission to add a Class I license to the application so they can have both on and off sale.

 

Rebecca Rossell, County Clerk, reported that we did receive a letter from the Liquor Control Commission adding the Class I permit to the application.

 

County Sheriff, Jerome Kramer, stated he had reviewed the application and had no objections to the liquor license.

 

Commissioners reviewed the applications and had no questions or concerns at this time.

 

Motion by Hewgley, seconded by Roethemeyer to send the application to the Nebraska Liquor Control Commission with favorable recommendation for Class D & I permits for Log Cabin Café LLC dba Log Cabin Café. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The following bid was received for asphalt overlay on Front Street:

 

Western Engineering –       $1,081,290

 

Highway Supt., Jerry Hitchcock, reviewed the bid and recommended the board accept it.

 

Motion by Roethemeyer, seconded by Hewgley to accept the bid of $1,081,290 from Western Engineering for the Front Street asphalt overlay. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Sue Warner of Blue Cross/Blue Shield of Nebraska gave a brief summary of the renewal rates and changes that will occur to the policy effective July 1, 2014.

 

Approved the following claims presented for payment:

 

The meeting was adjourned at 12:35 P.M.

 

Advance notice and the agenda for the April 28, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on May 5, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
