Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 28, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff, County Clerk and County Court. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 28, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by North Platte Catholic Schools, GPRMC and New Life Assembly church as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by North Platte Baptist Church and North Platte Opportunity Center as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve to offer a confession of judgment regarding the case of Michael S. Humphrey (Double Dog Ranch LLC), Appellant v. Lincoln County Board of Equalization, Appellee, Case No. 13SV-003, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion the granting of the Special Valuation applied for by the Appellant for the tax year 2013, in regards to the property in question in the aforementioned case (Case No. 13SV-003) and to acknowledge receipt of letter dated May 1, 2014 from the County Assessor and Lead Appraiser on this case. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve to offer a confession of judgment regarding the case of Michael S. Humphrey (Double Dog Ranch LLC), Appellant v. Lincoln County Board of Equalization, Appellee, Case No. 13SV-004, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said tax year 2013, in regards to the property in question in the aforementioned case (Case No. 13SV-004) and to acknowledge receipt of letter dated May 1, 2014 from the County Assessor and Lead Appraiser on this case. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:29 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve entering The county of Lincoln, Nebraska, into a contract with Norfolk Contracting, Inc., in regards to the Wellfleet East – Fox Creek Bridge Replacement Project for the Lincoln County Roads Department, Project Number LCDOR 2014-C56-1308, and authorize the Lincoln County Board Chairman to sign the written contract for The county of Lincoln, Nebraska. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Public Defender, Bob Lindemeier, appeared to discuss the possibility of adding hardware and software at the Lincoln County Detention Center which would allow professional and public visitors to visit over the web to the inmates housed at the Lincoln County Detention Center.   The cost will be $8500 with no additional annual cost. Lincoln County will receive 20% of revenue generated from use of the service.

 

Sheriff Kramer supported the concept as it will help them with man power and will extend visitation to remote locations.

 

County Board will consider an agreement with Renovo for the service at the next board meeting.

Advance notice and the agenda for the May 5, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, May 12, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
