Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell.  Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 2, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve agreement with Marcia Trego as a referee for 2014 property valuation protests at the same rates as last year. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to place on file the fee reports submitted by County Clerk, County Court, Register of Deeds and Clerk of District Court.

Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve agreement with GIS Workshop for annual maintenance and support services for the County Clerk’s tab in the amount of $1,030.00 and authorize the chairman to sign.   Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Commissioner Hewgley reported that he had received a call from a local attorney asking why an RFP had not been issued concerning representation for the Birdwood issue. Hewgley informed him that professional services are not required by statute to be put out for bid and that our engineering firm for this project suggested the firm of Woods & Aitken.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign an agreement with Woods & Aitken LLP to represent Lincoln County, Nebraska regarding Birdwood MSE wall subgrade issue. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 2, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Roethemeyer to approve the Notice of Valuation changes numbered 2014-01 thru 2014-16 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Clerk, Rebecca Rossell and Register of Deeds, Lois Block, reported to board members that several offices had attended presentations by several companies offering electronic payment services. They had also obtained information on other companies as well. They requested an agreement with Nebraska Interactive LLC as they have a set fee structure, the transaction fee is automatically passed on the consumer if they chose to use the service, they are located in Nebraska and already have many political subdivisions as clients and a percentage of the user fee goes back to the Nebraska Records Board.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign an Agreement and Addendum One to the Agreement between Nebraska Interactive, LLC, the Nebraska State Records Board and Lincoln County, Nebraska, to operate and manage the Nebraska.Gov Network for electronic government services to allow county offices to accept electronic payments. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Highway Superintendent, Jerry Hitchcock, reported that these contracts were compensation for 50% loss of the hay crop dues to the project.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign Local Political Subdivision Acquisition Contracts with Vernon Stenger and Delmar Kesterson Jr. for Project BR-1480(11) also known as the Sioux Lookout Bridge. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

 

Chief Deputy Kramer and Sargent Meyer commented that the selective overtime grant application being presented was for alcohol related offenses during the NebraskaLand Days celebration and the Nebraska Office of Highway Safety had contacted them this morning telling them it had been approved for $7000. The application is requesting a little over $10,000.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the selective overtime grant application for alcohol related offenses to be submitted to the Nebraska Office of Highway Safety by the Lincoln County Sheriff’s Office for $7000 as per phone call from NOHS. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the June 9, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June16, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
