Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 16, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the right of way permits submitted by Consolidated Companies Inc. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve entering Lincoln County into an agreement with Martin Troshynski to be the conflict attorney in matters where he would represent individuals who are indigent and entitled to representation, in which he is Court appointed to represent such individuals in criminal matters, juvenile matters under subsections (1), (2), 3(a), and 3 (b) of Neb. Rev. Stat. 43-247, mental health proceedings, child support contempt, and paternity cases and authorize the chairman to sign. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve entering Lincoln County into an agreement with Bill Troshynski to provide legal services in guardianship and conservatorship matters to those individuals who have been found to be indigent and entitled to representation, in which he is Court appointed to do such representation and authorize the chairman to sign. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the appointment of Brandon Myers to represent Lincoln County for the South Central Planning, Exercise and Training Region. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

 

Motion by Roethemeyer, seconded by Hewgley to approve the renewal of an interlocal agreement for fuel with the City of North Platte from July 1, 2014 through June 30, 2015. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to place on file the fee report submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June16, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve notice of valuation change numbered 2014-018 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Roethemeyer, seconded by Hewgley to approve the appointment of Steve (Stephen K.) Anton of Hershey to the Veterans Service Committee for a one year term to fill the vacancy. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and accept the resignation of Interim Emergency Management Director, Tammy Dugger, effective June 27, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The bids for a pre-engineered storage building for Lincoln County were postponed to July 7, 2014 at 10:00 A.M.

 

Willis Roethemeyer presented Kirk Nichols a plaque in appreciation for his service as the Construction Project Inspector/Owners Representative for Lincoln County Sheriff’s Office & Detention Center Project.

 

Chairman Deterding presented Willis Roethemeyer a plaque in appreciation for his many hours of service to bring the Lincoln County Sheriff’s Office & Detention Center Project to completion.

 

Highway Superintendent, Jerry Hitchcock, reported that he talked to Commissioner Hewgley several months ago concerning bringing the Assistant Highway Superintendent’s pay up to be comparable with the Road Foreman and no time frame was set on how to do it.

 

Commissioner Hewgley stated he remembered the conversation but will be more careful next time he has a conversation about wages.

 

Motion by Hewgley, seconded by Roethemeyer to approve the increase for Carla O’Dell, Assistant Highway Superintendent, salary to $3795 per month effective July 1, 2014 which is equivalent to what the road foremen are making. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer, to go into closed session concerning strategy regarding litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest at 10:55 A.M.   Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

 

Chairman Deterding restated the motion for the closed session.

 

Motion by Hewgley, seconded by Roethemeyer to go into open session at 11:12 A.M. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the June 23, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June 30, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
