Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 7, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by the Clerk of District Court, County Treasurer and Register of Deeds. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 7, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the exemption application on real property submitted by New Life Church as recommended for approval by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

Mike Jeffres from the State of Nebraska, CIO office appeared by phone to discuss the proposed agreement with Lincoln County concerning a communications tower located within the county.

 

Commissioner Hewgley expressed concern that a list of equipment was not part of the draft agreement.

 

Jeffers responded that they will need to inventory the equipment for the final agreement.

He also stated he would come to the location to do the inventory and look at what needs to be updated as this would be a good time to do any necessary updating.

 

Glen Bowers of Twin Platte NRD appeared to report on the need to update the Twin Platte NRD Hazard Mitigation Plan. The current plan was done in 2011 and needs to have an update completed by 2016. A grant application has been submitted but 25% of the total cost will have to be matched by the counties. Lincoln County‘s share will be $9,290. The project will be put out for bid once the grant is obtained.

 

Motion by Hewgley, seconded by Roethemeyer to approve entering into an agreement for the Twin Platte NRD Hazard Mitigation Plan update as presented. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Emergency Management Director, Brandon Myers, reported that they are requesting a name change on the agreement concerning NACCHO (National Association of County and City Health Officials) funds from West Central District Health Department to Southwest Nebraska Public Health Department as they will now be administering the grant funds and they deleted a grant from the agreement that has been completely utilized.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the Letter of Agreement between Lincoln County Emergency Management Agency and Southwest Nebraska Public Health Department for funding received through the National Association of County & City Health Officials. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Business Telecommunications Services presented 2 options for telephone service for the probation offices located in the Evans Building. Option 1: $1590 plus a monthly cost of $160 or Option 2: $3,130 with no monthly fees. The proposal has capability of expansion for the future.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the proposal with BTS for Option 2: $3,130 with no monthly fees for telephone service for the probation offices located in the Evans Building. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign an agreement with Sprint Communications Company LLP to relocate fiber optic cable for MSE wall construction (Project No. RRZ-TMT-DPU-1390(3) – Birdwood Project). Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the appointments of Barb Fear and Charlie Berwick to the North Platte/Lincoln County Visitors Bureau Advisory Board for 4 year terms beginning July, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Recess as Board of Commissioners at 10:40 A.M. and reconvene as the Lincoln County Board of Equalization.

 

Discussed and considered 2014 Property Valuation Protests – Form 422.

 

Recess as the Lincoln County Board of Equalization at 3:47 P.M. (will reconvene on July 16, 2014 at 9:00 A.M. as the Lincoln County Board of Equalization to discuss and consider 2014 Property Valuation Protests – Form 422) and reconvened as the Lincoln County Board of Commissioners.

Advance notice and the agenda for the July 14, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, July 21, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
