Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 14, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to place on file the fee reports submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign a letter of agreement with McChesney Martin Sagehorn for 2014/15 budget services. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the Condition of the Treasury from January 1, 2014 to June 30, 2014 as submitted by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign an agreement to toll any limitation periods concerning the Birdwood Crossing/Front Road Grade Separation Project. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign a supplemental agreement for land surveying for Project STP-23-2-(125) C.N. 61475 with a correction that price is $200.00 as there is a typo in the agreement. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Commissioner Hewgley stated he had some reservations concerning the permanent easement with Twin Platte NRD on Miller School Road due to past experiences concerning the N-CORPE project. He questioned if any provisions concerning maintenance were included in the permanent easement.
Highway Supt., Jerry Hitchcock, commented that it gives them the right to do maintenance as needed but they will have to restore the road to its original condition. There are no provisions in writing at this point.
Commissioner Hewgley reminded everyone that they also need to look at possible future development when making these decisions.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign a permanent easement agreement with Twin Platte NRD concerning Miller School Road pending a written contract between Lincoln County and Twin Platte NRD to include additional language concerning maintenance and other road issues. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:40 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 14, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the notice of valuation changes numbered 2014-021 through 2014-023 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Following review of documentation presented by Bryan Lee concerning his protest of valuation change and explanation from the County Assessor:
Motion by Hewgley, seconded by Roethemeyer to deny the request for valuation change by Mr. Lee and leave it at the current assessed value: Land – $21, 985, Improvements – $158,705, for a total of $180,690. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:55 A.M. and the Lincoln County Board of Commissioners reconvened.
A conference call was held with Tom Weber of the State of Nebraska concerning acquisition of property and damages concerning moving the monument and flag poles on the NW corner of the courthouse square due to the Highway 83 project that will be let in September, 2014.
Commissioner Hewgley asked if the check would be written to the county and who is responsible for moving the items.
Weber replied the check will be written to the county and the county is responsible for getting the items relocated.
Commissioner Hewgley then asked what happened if it cost more than the estimated amount.
Weber replied that they are confident this project amount will cover the cost.
Commissioner Hewgley then questioned the time frame for the relocation.
Weber responded the letting will be in September, 2014 and the project is supposed to start in June, 2015.
Commissioner Roethemeyer then requested a specific date that the items had to be moved.
Weber stated he would talk to the project manager for more specific dates.
Deputy County Attorney, Joe Wright, will review the contract and will be on the next board meeting as an action item.
Motion by Hewgley, seconded by Roethemeyer to approve to renew the USDA wildlife services agreement for a one year period in the amount of $25,588 and authorize the chairman to sign. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Chief Probation Officer, Lonnie Folchert, gave a brief report on the grant money awarded by the Nebraska Crime Commissioner for a juvenile facilitator and facility rent.
Commissioner Hewgley asked if he could foresee any additional programs in the future.
Folchert replied that a reporting center here in North Platte would be a future possibility which would mean adding 6 additional adult officers in the next year.
Commissioner Hewgley questioned where they would be housed.
Folchert reported thee is still available space in the Evans Building where some of his personnel are currently housed.
The Lincoln County Board of Commissioners recessed at 11:30 A.M. and reconvened at 12:30 P.M.
The Lincoln County Board of Commissioners recessed at 12:31 P.M. and convened as the Lincoln County Board of Equalization at 12:31 P.M..
Discussed and considered 2014 property valuation protests – Form 422.
The Lincoln County Board of Equalization recessed at 5:10 P.M.(and will reconvene on Tuesday, July 22, 1014 at 9:00 A.M.) and the Lincoln County Board of Commissioners convened.

Advance notice and the agenda for the July 21, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, July 28, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
