Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:04 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 21, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the right of way application submitted by Great Plains Communications. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to place on file the fee report submitted by the Lincoln County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permit submitted by Sculleys LLC for a reception at the Lincoln County Fairgrounds on August 23, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 21, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation change numbered 2014-024 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve to accept the letter of explanation concerning late filing of the 2014 homestead exemption application submitted by Stanley Kemper. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the exemption application on real property submitted by Cornerstone Church of North Platte as recommended for approval by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign entering The county of Lincoln, Nebraska, into an Acquisition Contract with the State of Nebraska, Department of Roads, for right of way purposes and temporary easement regarding road construction on State Highway 83, effecting the Lincoln County Courthouse property, located in North Platte, Lincoln County, Nebraska, in regards to Project No.: 83-2(128), CN.:61359, TractNo. 10. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign entering The county of Lincoln, Nebraska, into an Acquisition Contract with the State of Nebraska, Department of Roads, for right of way purposes and temporary easement regarding road construction on State Highway 83, effecting Lincoln County property where the Lincoln County Sheriff’s Office, Detention Center, and parking lot are located in North Platte, Lincoln County, Nebraska, in regards to Project No.: 83-2(128), CN.: 61359, Tract No.7.  Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-10 giving the Chairman of the Lincoln County Board authority to sign for the Lincoln County Board of Commissioners as the authorized representative of The county of Lincoln, Nebraska, documents necessary to convey title(s) to The county of Lincoln, Nebraska, properties (real estate) for highway purposes concerning State Highway 83 to the State of Nebraska, Department of Roads, as per Acquisition Contracts, concerning Project No.: 83-2(128), CN.:61359, Tract No. 10, and Project No.: 83-2(128), CN.: 61359, Tract No. 7. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Discussed receiving informal bids for relocation of monument and the United States Flag and other flags (if necessary) located at the northwest corner Lincoln County Courthouse, Jeffers Street and 4th Street intersection, North Platte, Lincoln County, Nebraska.

 

County Board discussed receiving informal bids the first or second week in September. However some additional research needs to be done and a survey completed so we will know exactly where the right of way will be located.

 

Lisa Burke, North Platte/Lincoln County Visitors Bureau Director, along with board members Clarine Eickhoff and Jack Morris, appeared to make a recommendation to the county board concerning relocation of the office. They are recommending the county enter into a 10 year sublease agreement with KS Plus Inc. with two 5 year options with a minimal rent increase at that time.

 

Commissioner Hewgley complimented them on the outstanding job they did in finding a new location with an aggressive timeline to vacate the current location and relocate to the new property.

 

Motion by Hewgley, seconded by Roethemeyer to approve a ten year Sublease Agreement for office space between K S Plus, Inc., a Nebraska Corporation, and The county of Lincoln, Nebraska – North Platte/Lincoln County Visitors Bureau, North Platte, Nebraska, and authorize Chairman to sign. It is a tract of land located in Lot 1 and lands accreted to Lot 1 in Section 9, Township 13 North, Range 30 West of the 6th P.M., in Lincoln County, Nebraska containing 0.91 acres, more or less, otherwise known as 101 Halligan Drive, North Platte Nebraska. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the updated by laws for the North Platte/Lincoln County Visitor’s Bureau to reflect the recent name change and to include the position of Secretary to keep the minutes. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Sheriff Kramer told board members they have used CBM food service for many years and they also plan to add a commissary line with CBM in the future. The contract being presented is for 3 years with a 0% increase for 2 years and maximum increase of 3.5% for the third year.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign a 3 year food service renewal agreement with CBM for jail food service. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

 

Lincoln County Assessor, Julie Stenger, appeared to present the 2014 Three Year Plan of Assessment update for Lincoln County.

 

Motion by Hewgley, seconded by Roethemeyer to approve hiring Brock Wurl to investigate an employment matter concerning the County and having such attorney confer with the Lincoln County Attorney’s Office in such investigation. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the July 28, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 4, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
