Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.  Roethemeyer was absent.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 28, 2014.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2014-11 directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are two years delinquent on real estate or special assessments.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and also County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 28, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid-Nebraska as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve and accept the letter of explanation for late filing of a homestead exemption application submitted by Ellouise McDaniel.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve notice of valuation change numbered 2014-025 as submitted by the County Assessor.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the annual County Attorney Child Support Enforcement Sub grant Agreement as presented.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Susan Maline, CPA, presented the preliminary 2014/2015 Lincoln County Budget.  The county budget will have to be cut by approximately $831,000 as we are over the lid limit.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the You Drink, You Drive, You Lose mini grant application to be submitted to the Nebraska Office of Highway Safety by the Lincoln County Sheriff’s Office for enforcement from August 15 – September 1, 2014.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve declaring scrap iron located at the Lincoln County Department of Roads, to be surplus property, which is obsolete or unusable by the county.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve placing the value of $140.00 a ton on the surplus property (scrap iron) located at the Lincoln County Department of Roads.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve selling the surplus property (scrap iron) to Alter Metals for $140 per ton, contingent on the total value of the surplus property (scrap iron) being under $2,500.00.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve and grant the Boy Scouts permission to place a reproduction of a Lincoln Highway concrete marker near the soldier statue along Fort McPherson Road south of Maxwell as presented.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Commissioners recessed at 10:35 A.M.

 

The Lincoln County Board of Commissioners reconvened at 12:00 P.M.

 

The County Board met with other elected officials at noon.

Advance notice and the agenda for the August 4, 2014 were sent to the county board and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 11, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
