Meeting of the Lincoln County Board of Equalization to be held on August 11, 2014 at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
1. Open with prayer
2. Approve minutes regarding the Lincoln County Board of Commissioners meeting
held on August 4, 2014
3. Consider the following:
- Claims & Treasurer’ Receipt
- Resolution to transfer excess funds from the Institution Fund to the General Fund
as the Institution Fund is no longer utilized
- Fee reports submitted by County Clerk, Register of Deeds and Clerk of District Court
Recess as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.
4. 9:15 A.M. Discuss and consider the following:
- Approve minutes regarding the Lincoln County Board of Equalization meeting
held on August 4, 2014
- Certificates of correction and refund as submitted by the County Assessor
- Special valuation protest submitted by Robert J. Crouse
- Motor vehicle tax exemption applications
Recess or adjourn to time certain as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.
5. 9:30 A.M. Discuss and consider setting a date for public hearing to receive
comments on the proposed 2014.15 fiscal year Lincoln County, NE budget.

Discuss and consider setting a date for public hearing for the purpose of
receiving comments relating to setting the final tax request at a different amount
than the prior year
Discuss and consider taking action to approve exceeding the budget limit by an
additional 1% for the 2014/15 fiscal year Lincoln County, NE budget
6. 9:45 A.M. Discuss and consider acknowledgement and clarification between
KS Plus, Inc. and the County of Lincoln, Nebraska – North Platte/Lincoln County
Visitors Bureau concerning the Sublease Agreement for office space and authorize
the Chairman to sign
7. 10:00 A.M. A. Discuss and consider declaring a one complete working gravel
pumping operation – includes, boat, pump and engine, stinger (with cable and
cable reel), pontoons, gravel pipe, tower (with grizzly and screen) and sand line,
which has been used by the Lincoln County Roads Department for its gravel
pumping operation, to be surplus property that is obsolete or unusable by the County.
B. Discuss and consider what value to place on the surplus property, which is
obsolete or unusable by the County, described as one complete working gravel
pumping operation – includes boat, pump and engine, stinger (with cable and
cable reel), pontoons, gravel pipe, tower (with grizzly and screen) and sand line.
C. Discuss and consider authorizing the sale of one complete working gravel
pumping operation – includes boat, pump and engine, stinger (with cable and
cable reel), pontoons, gravel pipe, tower (with grizzly and screen) and sand line,
which is surplus and obsolete or unusable by the County, by means (ways)
allowed under Neb. Rev. Stat. §23-3115.
8. 10:10 A.M. A. Discuss and consider declaring the county’s various items located
at the Lincoln County Roads Department gravel pit to be surplus personal property,
which is obsolete or unusable by the County. The list of items being considered
are attached to this Agenda, marked as Exhibit A, and incorporated herein.
B. Discuss and consider what value to place on the surplus personal property,
which is obsolete or unusable by the County.

C. Discuss and consider authorizing the sale of the surplus personal property,
which is obsolete or unusable by the County, by means (ways) allowed under
Neb. Rev. Stat. §23-3115.
9. 10:15 A.M. Discuss and consider entering The county of Lincoln, Nebraska, into a contract with the Nebraska Department of Revenue Property Assessment Division for the continuation of a Computer Assisted Mass Appraisal System. A copy of said contract is available for inspection at the Lincoln County Clerk’s Office.
