Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 11, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permit by Fraternal Order of Eagles #2839 for the Pheasants 4 Ever Banquet to be held on October 11, 2014 at the Creekside Event Center. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the right of way permit submitted by Richeson’s Well Service. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to place on file the fee report submitted by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the substitution of securities by NebraskaLand National Bank as pledged to the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 11, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Roethemeyer to approve the notice of valuation changes numbered 2014-026 thru 2014-030 as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign State Grant Award #14-CB-501 and Subgrant Special Conditions through the Nebraska Crime Commission clarifying that the Juvenile Facilitator position will be an independent contractor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign State Grant Award #14-EB-601 and Subgrant Special Conditions through the Nebraska Crime Commission clarifying that the Juvenile Facilitator position will be an independent contractor if applicable to this grant. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign a Memorandum Notice of Sublease agreement between KS Plus, Inc. and The county of Lincoln, Nebraska – North Platte/Lincoln County Visitor’s Bureau concerning the sublease agreement for office space. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign entering The county of Lincoln, Nebraska, into an Acquisition Contract with the State of Nebraska, Department of Roads, for right of way purposes and temporary easement for sidewalk, drive and barrier curb construction purposes concerning State Highway 83, which effects the County’s leasehold interest to the parking lot at the Evans Building, located in North Platte, Lincoln County, Nebraska, in regards to Project No.: 83-2(128), CN.: 61359, Tract No.: 6 Lessee 2 of 2 A copy of said Acquisition Contract , which includes legal description of the real estate, is available for public inspection at the Lincoln County Clerk’s Office. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-13 giving the Chairman of the Lincoln County Board authority to sign for the Lincoln County Board of Commissioners as the authorized representative of The county of Lincoln, Nebraska, documents related and connected to the Acquisition Contract with the State of Nebraska, Department of Roads, concerning State Highway 83 regarding Project No. : 83-2(128), CN.: 61359, Tract No.: 6 Lessee 2 of 2. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

A work session was held on the proposed Lincoln County 2014/2015 budget.

 

Met with other elected officials and department heads at noon.

 

Approved the following claims as presented for payment:

Advance notice and the agenda for the August 18, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 25, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
