Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 15, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to place on file the fee reports submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the interlocal agreement with the City of North Platte for Information Technology Services for 80 hours a week from October 1, 2014 thru September 30, 2015. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, Seconded by Roethemeyer to approve the Interlocal agreement with the City of North Platte for Dispatch Services from October 1, 2014 thru September 30, 2015. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 15, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund on real property submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve notice of valuation changes numbered 2014-31 thru 2014-33 as submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve offering a confession of judgment regarding the case of Daryl G. Meyer, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 14R 017, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 14R 017), should be $183,345.00 (Land – $19,505.00 and Improvement – $163,840.00) for tax year 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve offering a confession of judgment regarding the case of Hazel I. Anderson/David R. Anderson POA, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 13R 198, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate in the aforementioned case (Case No. 13R 198) should be $192,010.00 (Leasehold – $135,000.00 and Improvement $57,010.00) for tax year 2013. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve the design presented for the

remodel of the new location of the North Platte/Lincoln County Visitor’s Bureau exterior.

Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve Resolution 2014-17, as per Neb. Rev. Stat. § 39-1722, directing the Lincoln County Highway Superintendent, Jerry Hitchcock, to do a study of Bignell road (county road) where it borders a tract of land located in the Northeast Quarter of the Northwest Quarter of Section 35, Township 13 North, Range 29 West of the 6thP.M., Lincoln County, Nebraska, formerly known as Lot 1, Block 14, in the Village of Bignell, Lincoln County, Nebraska, now vacated, concerning the possible vacation or abandonment of the part of the Bignell road (county road). Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and set October 13, 2014 at

10:00 A.M.as a time to accept bids for two new or used motor graders for the Lincoln

County Department of Roads. Upon roll call vote Roethemeyer, Hewgley and Deterding

voted “aye”. Nays, none.

 

Motion by Roethemeyer to approve the annual report for the Lincoln County Department of Roads to be submitted to the Board of Public Roads, Classification and Standards as presented. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman

to sign the commissary service contract with CBM Food Services for the Lincoln County

Detention Center. Upon roll call vote Roethemeyer, Hewgley and Deterding voted

“aye”. Nays, none.

 

Lonnie Folchert, District 11 Probation Officer, obtained two quotes for a copier: Capital

Business Systems – $4422.00 and Eakes Office Plus – $ 6385.00.

 

Motion by Hewgley, seconded by Roethemeyer to approve the purchase of a copier for

District 11 Probation Office from Capital Business Systems as per the state contract in

the amount of $4422.00. Upon roll call vote Roethemeyer, Hewgley and Deterding

voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the Special Designated Liquor Permit by Golden Spike Tower & Visitors Center for a sample/tasting event to be held on October 21, 2014 at the Golden Spike Tower & Visitors Center. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Commissioner Roethemeyer reported that the deadline for Noxious Weed Supt. applications has been extended to September 29, 2014.

 

Motion by Hewgley, seconded by Deterding to approve and authorize Willis Roethemeyer to conduct a search for a Noxious Weed Superintendent, which includes advertising, interviewing and making a recommendation to the Lincoln County Board of Commissioners. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Conducted a quarterly inspection of the Lincoln County Detention Center.

 

Approved the following claims as presented for payment:

Advance notice and the agenda for the September 22, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, September 29, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
