Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 3, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to place on file the fee reports submitted by the County Clerk and Clerk of District Court. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign a contract addendum for Professional Appraisal Services with Pritchard & Abbott Inc. to provide clarification of items in the original contract. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the right-of-way application submitted by Century Link. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 3, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation changes as submitted by the County Assessor numbered 2014-034 thru 2014-36. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Emergency Management Director, Brandon Myers, informed the board that the LEOP plan had not been updated since 2009 and that it has be updated every 5 years.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution 2014-

28 to accept and approve the Lincoln County Local Emergency Operations Plan. Upon

roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve declaring two used auto

gates located at the Lincoln County Department of Roads, to be surplus property, which

is obsolete or unusable by the county. Upon roll call vote Roethemeyer, Hewgley and

Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve placing the value of $100

each on the surplus property (used auto gates) located at the Lincoln County

Department of Roads. Upon roll call vote Roethemeyer, Hewgley and Deterding voted

“aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve selling the surplus property (used auto gates) to Gene Holms for $100 each, contingent on the total value of the surplus property (used auto gates) being under $2500. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve setting the date of December 1, 2014 at 10:00 A.M. to accept bids for 1 or 2 new or used day cab semi-tractors. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve setting the date of

December 1, 2014 at 10:15 A.M. to accept bids for 1, 2 or 3 new or used 10 yard end

dump trucks. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”.

Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No.

2014-29 to vacate a strip of land 10’ wide lying east of and adjacent to the east line of

vacated Lot 1, Block 14, in the Village of Bignell, in the NE ¼ of the NW ¼ of Section

35, Township 13 North, Range 29 West of the 6th P.M., Lincoln County, Nebraska, and

set the conditions of said vacation.   Upon roll call vote Roethemeyer, Hewgley and

Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the 2014 North Platte/Lincoln County Visitors Bureau Advisory Committee Improvement Fund Grant award allocations as presented:

Advance notice and the agenda for the November 10, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, November 17, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
