Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 24, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve cancellation of the Board of Commissioners meeting on December 29, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the Certification of Highway Supt. for 2014 for the Nebraska Department of Roads. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the addition of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Building & Grounds Director, Dan Manookin, informed County Board members that he had tried to solicit informal written bids for a generator from various vendors but only received one written informal bid.

 

Motion by Roethemeyer, seconded by Hewgley to approve the acceptance of a proposal from Knapp Electric Inc. for a generator in the amount of $17,725.08 for material and installation. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 24, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by Harvest Christian Fellowship and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Region II Human services as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The special designated liquor permit submitted by Bull’s Bar & Grill of Hayes Center, NE for a reception to be held on December 13, 2014 at Harbor Lights formerly known as the Anchor Inn was cancelled at their request.

 

Motion by Roethemeyer, seconded by Hewgley to approve declaring used tires located at the Lincoln County Department of Roads, to be surplus property, which is obsolete or unusable by the county. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and place the amount of $100 for the pile on the surplus property (used tires) located at the Lincoln County Department of Road. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve selling the surplus property (used tires) to Beveridge Well Drilling Inc. for $100, contingent on the total value of the surplus property (used tires) being under $2500. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the December 1, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, December 8, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
