Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Motion by Henry, seconded by Deterding to elect Joe Hewgley as Lincoln County Board of Commissioners Chairman for 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to elect Bill Henry as Lincoln County Board of Commissioners Vice Chairman for 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 5, 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve the appointment of Willis Roethemeyer as the “spirited individual” for a one year term to the West Central District Health Department effective immediately. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the appointment of the North Platte Telegraph as the official newspaper to publish legal notices in 2015 for Lincoln County. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding to approve and adopt Resolution No. 2015-01 authorizing the County Treasurer to invest funds for 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to place on file the fee reports submitted by County Clerk, County Court, Clerk of District Court and Register of Deeds. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve to receive and order filed in the office of the Lincoln County Clerk the audit report of Lincoln County, Nebraska for the year ending June 30, 2014. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve the substitution of securities by Equitable Bank as pledged to the County Treasurer. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2015-02 appointing the County Depositories for 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:27 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Deterding, seconded by Hewgley to approve to elect Bill Henry as Lincoln County Board of Equalization Vice Chairman for 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve minutes of Lincoln County Board of Equalization meeting on January 5, 2015. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor on personal property. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Deterding to approve setting the date of February 17, 2015 at 10:00 A.M. for the One & Six Year Road Plan hearing for the Lincoln County Department of Roads. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve declaring a white 2004 Ford, Crown Victoria, four door sedan, owned by The county of Lincoln, Nebraska, and located on Lincoln County property to be surplus mobile equipment which is obsolete or not useable by Lincoln County. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the value of $1500 on the mobile equipment (white2004 Ford, Crown Victoria, four door sedan) determined to be surplus mobile equipment and which is obsolete or not useable by Lincoln County.  Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve and authorize Booker Boyer to sell a white 2004 Ford, Crown Victoria, four door sedan, declared to be surplus mobile equipment and which is obsolete or not useable by Lincoln County, on Big Iron Auction or other acceptable means. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

The following informal quotes were received for a new copier for the District 11 Probation Office: Eakes – $4449.00 and Capital Business Systems – $4482.

 

Motion by Deterding, seconded by Henry to approve and accept the low bid of Eakes in the amount of $4449.00 for the purchase of a copier for District 11 Probation – North Platte Office. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve setting the date of February 2, 2015 at 10:00 A.M. to accept bids for interactive tourism marketing kiosks for the North Platte/Lincoln County Visitors Bureau. Upon roll call Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the following appointments & setting 2015 salaries for the following departments:

Motion by Henry, seconded by Deterding to approve going into closed session at 11:00 A.M. regarding a strategy session concerning collective bargaining, protecting the public interest and to protect attorney client privilege. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

 

Chairman Hewgley restated the motion for the closed session.

 

Motion by Deterding, seconded by Henry to approve going into open session at 11:35 A.M. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the January 12, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Tuesday, January 20, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
