Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 20, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the chairman to sign the Interlocal agreement concerning the West Central District Health Department to include the following counties: Arthur, Hooker, Lincoln, Logan, McPherson and Thomas. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve the reappointment of Krystle Friesen, Linda Clavel and Gary Kuhlmann to the Extension Board for Lincoln County for three year terms. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the appointment of Jessica Wilson to the Extension Board for Lincoln County for a three year term as recommended. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 12, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Deterding, seconded by Henry to approve the exemption application on real property for North Platte Citizen Advocacy as recommended by the County Assessor.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

County Assessor Stenger commented that she had researched and contacted the Nebraska Department of Revenue concerning the application for exemption on real property submitted by the Visitor’s Bureau. They have to own the building or rent to own the building to automatically qualify for the exemption as a political subdivision.

 

Clarine Eickhoff of the advisory board stated they had requested the exemption as the lease states they have to reimburse the landlord the difference in taxes over the base year.

 

Motion by Henry, seconded by Deterding to deny the exemption application on real property submitted by the North Platte/Lincoln County Convention & Visitors Bureau as recommended by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to go into closed session at 9:30 A.M. regarding a strategy session concerning collective bargaining, protecting the public interest and to protect attorney client privilege. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Chairman Hewgley restated the motion for the closed session.

 

Motion by Henry, seconded by Deterding to go back into open session at 9:57 A.M. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to table consideration of proposal by Fraternal Order of Police, Lodge #26, Lincoln County Sheriff’s Employees’ Association, Inc., concerning the Payroll Conversion Plan which is currently in place. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Approved the following claims as presented for payment:

 

The meeting was adjourned at 11:15 A.M.

 

Advance notice and the agenda for the January 26, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, February 2, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
