Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 26, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the reappointment of Bob Lindemeier to the Lincoln County Merit Commission for a three year term. Upon roll call vote Deterding, Henry & Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 26, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption application submitted by First Baptist Church of North Platte as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The update by Nebraska Public Power District on the 345 KV Transmission Line Project was postponed until a late date due to the weather.

 

Motion by Deterding, seconded by Henry to approve Resolution No. 2015-03 authorizing the Chairman to sign an extended preliminary engineering service agreement between Lincoln County & Mainelli Wagner & Associates for Project BR-1480(11) CN 61414 (Maxwell SW). Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Lance Harder of Oak Creek Engineering stated that he had been contacted by Jerry Hitchcock concerning South River Road where the bank is starting to erode. He would work with the other agencies and charge an hourly rate. He is estimating 700 linear feet of river bank.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign an amended contract for professional engineering services of Oak Creek Engineering LLC for South Platte River bank stabilization to include E-verify and other required employment law matters. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

The following bid was received for interactive tourism marketing kiosks for the North Platte/Lincoln County Visitors Bureau: Nanonation – $69,196.00

 

Motion by Deterding, seconded by Henry to approve to table the bid for interactive tourism marketing kiosks until February 9, 2015 at 9:30 A.M. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve the UP Cares Safety Grant awarded to the Lincoln County Sheriff’s Office in the amount of $2000.00. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve going into closed session regarding a strategy session concerning collective bargaining and pending litigation, and to protect attorney client privilege, which is clearly necessary to protect the public interest at 10:35 A.M. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Chairman Hewgley restated the motion for the closed session.

 

Motion by Deterding, seconded by Henry to go into open session at 10:58 A.M. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the February 2, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, February 9, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
