Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell. Deterding offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 2, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve that Vice Chairman, Bill Henry, is hereby authorized to sign for the Board the document that has been presented to this Board, which established a written policy titled “Lincoln County, Nebraska, Accounting Policies and Procedures” and have said document with attachments to it spread in the minutes. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to place on file the fee reports submitted by County Clerk, County Court, Clerk of District Court and Register of Deeds. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the right-of-way permit submitted by Lincoln County Feedyard, LLC as presented. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the IBM maintenance renewal proposal with Associated Computer Systems, Ltd. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 2, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Henry to accept the bid of Nanonation in the amount of $69,196 for interactive tourism marketing kiosks for the North Platte/Lincoln County Visitor’s Bureau. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Advance notice and the agenda for the February 9, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, February 17, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
