Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell. Henry offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M.

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 23, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the right of way applications submitted by Dawson Public Power District and Frey Pivot Service, Inc. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve the special designated liquor permit submitted by Sculley LLC for a reception on April 11, 2015 at the Lincoln County Fairgrounds. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and Becky McDaniel representing the County Treasurer.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 23, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

No certificates of correction or refund submitted by the County Assessor.

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Riverside Baptist Church and New Life Assembly. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by North Platte Baptist Church. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

Motion by Deterding, seconded by Henry to set March 23, 2015 at 10:00 A.M. to receive bids for micro-surfacing for the Lincoln County Department of Roads. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to go into closed session at 9:48 A.M. regarding a strategy session concerning pending litigations, and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Vice Chairman Henry restated the motion for the closed session.

Motion by Deterding, seconded by Henry to go into open session at 10:10 A.M. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Approved the following claims as presented for payment:

The meeting was adjourned at 10:52 A.M.

Advance notice and the agenda for the March 2, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on Monday, March 9, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
