Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 9, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to receive and order filed the fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign right of way permits submitted by Schurr Ranch LLC, Harold L. Jensen, Rick Hammond and Frey Pivot Services, Inc. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

County Assessor, Julie Stenger appeared.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 9, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

No certificates of correction or refund submitted by the County Assessor.

Motion by Deterding, seconded by Henry to approve to offer a confession of judgment regarding the case of Midwest Renewable Energy, LLC, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 14C 223, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 14C 223), should be $1,647,910.00 (Land – $171,720.00 and Improvements – $1,476,190.00) for tax year 2014. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

Rick Willis of Congressman Adrian Smith’s Office gave a brief report and asked for input concerning federal issues.

Building & Grounds Directors, Dan Manookin, commented that he has marked with spray paint what needs to stay in place on the demolition of the two old boilers and pipe and will monitor the removal of these items.

Motion by Deterding, seconded by Henry to approve declaring two old boilers and pipe at the Lincoln County Courthouse to be surplus property, which is obsolete or unusable by Lincoln County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to place the value at $1.00 on the surplus property (two old boilers and pipe) located at the Lincoln County Courthouse based on the fact that it will have to be removed and cleaned up by the purchaser. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve selling the surplus property (two old boilers and pipe) which is obsolete or not useable by Lincoln County to Ray Worley doing business as R & M Salvage, contingent that Ray Worley DBA R & M Salvage removes such property with the value of the property being $1.00 (less than $2500). Removal must be started within two weeks from today and must be removed within a maximum of two weeks.   Chairman Hewgley is authorized to sign any necessary paper work. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the March 16, 2015 were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 13, 2015; and was also emailed to the media on March 13, 2015.

The agenda for the meetings to be held on Monday, March 23, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
