Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 23, 2015.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 23, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction and refund submitted by the County Assessor on real property.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

County Sheriff, Jerome Kramer appeared.

Wade Hill of H & H Productions was present to discuss the application for Class A Liquor License to be located at the Lincoln County Raceway, 5015 Rodeo Rd, North Platte NE.  There will be a total of 14 races.  He has security in place, bartenders with experience and training.  Wristbands will be used.

Sheriff Kramer reported he had no objection to the liquor license.

Motion by Deterding, second by Henry to approve the new liquor license application submitted by Wade Hill dba H&H Productions with favorable recommendation.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

County Roads Superintendent, Jerry Hitchcock, appeared.

Motion by Deterding, seconded by Henry to approve the contract with Martin Resource Management Corporation dba Monarch Oil, in regards to Micro-Surfacing Project on North River road for the Lincoln County Roads Department, Project Number LCDOR 2015-1, and authorize the Chairman to sign.  Upon roll call Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Chairman Hewgley opened sealed bids for tuck pointing at the Lincoln County Courthouse.

No action taken until a thorough examination of the services bid, meet the specifications.

Joseph W. Wright was present to discuss a review of General Assistance that is required every two years.  Dawn Anderson, Social Services Supervisor, has pointed out some areas that need to be reviewed, which includes burial/cremation in the county General Assistance & Medical Assistance Program Regulations/Standards for Lincoln County, Nebraska.

Motion by Deterding, seconded by Henry to continue the review of the General Assistance & Medical Assistance Program Regulations/Standards for Lincoln County, Nebraska on April 13, 2015.  Roll Call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Lisa Burke, North Platte/Lincoln County Visitor’s Bureau Director, appeared to discuss brochure distribution in Nebraska, Iowa, Illinois, South Dakota, Missouri, Kansas and Colorado.  The contracts are renewed annually. CTM Media Group is $6,546.00 and Certified Folder Display Service, Inc. is for $11,028.75.

Motion by Deterding, seconded by Henry to approve the 2015 contracts for brochure distribution for the North Platte/Lincoln County Visitor’s Bureau and authorize the Chairman to sign.  Roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the March 30, 2015 were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 27, 2015; and was also emailed to the media on March 27, 2015.

The agenda for the meetings to be held on Monday, April 6, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
