Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 6, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to place on file the fee reports submitted by the Register of Deeds, County Sheriff and County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve the agreement for Professional Services with Oak Creek Engineering in the amount of $1700 concerning area on Haythorn Road which carries Pawnee Creek flows and authorize the Chairman to sign. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve right of way permits submitted by Carl Farms Inc. and Hershey Cooperative Telephone Company and authorize the Chairman to sign. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Deputy County Assessor, Pat Collins appeared.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 6, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

No certificates of correction or refund submitted by the County Assessor.

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

The County Board of Commissioners conducted a review of General Assistance & Medical Assistance Program Regulations/Standards for Lincoln County, Nebraska.

Motion by Deterding, seconded by Henry to approve to set May 4, 2015 at 10:00 A.M. to accept bids for Lincoln County Phase II HVAC and electrical project. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Received the following bid for asphalt overlay for Lincoln County Department of Roads LCDOR 2015-002: Western Engineering – $480,471.68.

(Monarch Oil bid was received after the deadline.)

Motion by Deterding, seconded by Henry to approve to accept the bid of Western Engineering in the amount of $480,471.68 for asphalt overlay for Lincoln County Department of Roads LCDOR 2015-002. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Discussion of an informal bid for removal of fuel tanks for Lincoln County Building and Grounds received from Milco Environmental Services Inc.

County Board asked Deputy County Attorney, Joe Wright, to review the agreement and will continue the item to the April 20, 2015 Commissioners meeting.

Judy Clark, Lincoln County Planning Director, reported that the Planning Commission had no objections to File No. SU15-002.

Motion by Deterding, seconded by Henry to approve an application by Bruce and Carla Jensen for Jensen Administrative Subdivision (File No. SU15-002). The subdivision is simply renaming the existing subdivision. The property is located on West Walker Road abutting the Jensen’s property at 10967 W Walker Road on property in a TA-1 Transitional Agricultural District and described at Lot 1 and Lot 2 Goldsmith’s Subdivision, Lincoln County, Nebraska.   Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the April 13, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 10, 2015; and was also emailed to the media on April 10, 2015.

The agenda for the meetings to be held on Monday, April 20, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
