Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 11, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the Blue Cross/Blue Shield Sub- Group Application for health & dental insurance effective 7-1-2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the right of way permit submitted by Brand Electric. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to place on file the fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve the agreement with Marcia Trego for services as a referee for Board of Equalization protests. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to receive and order filed Special Election by Mail – County Report for the Maxwell Public Schools Bond Election. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:23 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 11, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve the exemption application submitted by Wallace Community Church for real property in Wallace, Nebraska. Legal Description: Original Town of Wallace, Block 5, Lots 9-12, Municipality of Wallace, Lincoln County, NE. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

Motion by Deterding, seconded by Henry that the Board signs, adopts and approves the four page amendment to the current Lincoln County General Assistance and Medical Assistance Program Regulations/Standards (herein referred to as Guidelines) as previously entered into between The county of Lincoln, in the state of Nebraska, and the Nebraska Health and Human Services, which amends Sections 6:100, 6:106, 6:204, 6:206, 6:300, 6:302, 6:402, and 6:404 of the Guidelines, and have this Amendment forwarded to Nebraska Health and Human Services to be signed by the Director or Director’s agent. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Deputy County Attorney, Joe Wright, had a workshop regarding Airport Hazard Zoning Regulations. Planning Director, Judy Clark and Mike Sharkey from the airport were also present.

The following quotes on replacing DVR cameras for the Lincoln County Courthouse

were received: Kidwell – $7,125; Hinton’s Lock & Alarm – $4,900 and Nebraska Safety

and Fire Equipment – $4,770. IT Department recommended to the board to accept the

bid of Hinton’s Lock & Alarm in the amount of $4,900.

Motion by Henry, seconded by Deterding to approve to accept the bid of Hinton’s Lock

& Alarm in the amount of $4,900 and authorize the Chairman to sign. Upon roll call vote

Deterding, Henry and Hewgley voted “aye”. Nays, none.

Sheriff Kramer reported he had no objections to the SDLP submitted by the Lincoln

County Agricultural Society.

Motion by Deterding, seconded by Henry to approve the Special Designated Liquor License applications submitted by the Lincoln County Agricultural Society for events on July 24 & 25, 2015 at the Lincoln County Fairgrounds. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Lincoln County Court Judge Piccolo and Mike Hinde of Joseph R. Hewgley & Associates discussed installing and updating signs on the second floor of the courthouse for County Court offices. There is money in the current budget for this

year and next year to pay for the signage. Hinde stated it was a formal bid as it was advertised.

Hinde reported that he had sent out information to two bidders but only received one back.

Commissioner Hewgley stated he would abstain since Mr. Hinde is an employee of his office.

Motion by Deterding, seconded by Henry to approve to accept the bid of Dowhower Construction in the amount of approximately $16,000 for the signage project for County Court. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley abstained. Motion carried.

Advance notice and the agenda for the May 18, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 15, 2015; and was also emailed to the media on May 15, 2015.

The agenda for the meetings to be held on Tuesday, May 26, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
