Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Commissioner Deterding was absent. Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 26, 2015. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve and adopt Resolution No. 2015-06 authorizing account signatures for the Lincoln County Imprest Account. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve and adopt Resolution No. 2015-07 authorizing the Chairman to sign an agreement between The State of Nebraska Department of Roads and Lincoln County, Nebraska for 2015 Fracture Critical Bridge Inspections. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign a contract between Lincoln County, Nebraska and Dowhower Construction, Inc. for the courthouse 2nd floor signage project. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 26, 2015. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Berean Fundamental Church and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Henry, seconded by Hewgley to approve the notice of valuation changes numbered 2015-037 through 2015-084 as submitted by the County Assessor. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.

The following informal bids were submitted for remodel of the County Treasurer Motor Vehicle Department Customer window:

Larry’s Glass                         $6784.96 w/non-ricochet trays

Motion by Henry, seconded by Hewgley to approve to accept the bid of Larry’s Glass in the amount of $6784.96 for the County Treasurer Motor Vehicle Department Customer window remodel. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding absent.

District 11 Chief Probation Officer, Lonnie Folchert, presented information on LB 605 pertaining to Class IV felonies as the majority of those now will come to probation. There were 250 Class IV felonies last year on record. This LB also may affect the way

Class II & III felonies are addressed with probation. He reported they are in good shape for office space for additional probation officers except there may be an issue in McCook.

Commissioner Hewgley expressed his personal concern about the county and probation getting the work load and costs when the state did not address the prison overcrowding.

County Sheriff Kramer also stated he feels these individuals need to be in jail where they can be watched 24/7.

Advance notice and the agenda for the June 1, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 29, 2015; and was also emailed to the media on May 29, 2015.

The agenda for the meetings to be held on June 8, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
