Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Joe Hewgley, Duane Deterding and Deputy County Clerk, Terry Heessel. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 1, 2015. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding abstained.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve the fee reports submitted by the County Court, County Clerk, Clerk of District Court, and Register of Deeds. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way applications submitted by Northwestern Energy and McCook Public Power District. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

County Assessor, Julie Stenger appeared.

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 1, 2015. Upon roll call vote Henry and Hewgley voted “aye”. Nays, none. Deterding abstained.

Motion by Deterding, seconded by Henry to approve and authorize the chairman to sign the certificates of correction &/or refund submitted by the County Assessor. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve the notice of valuation changes numbered 2015-085 through 2015-098 as submitted by the County Assessor. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization recessed at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

Cindy Korf, Victim Witness director appeared.

Cindy Korf shared with the County Board the plaque that Lincoln County Victim Witness received from the Nebraska Coalition for the Victims of Crime. Commissioner Hewgley stated that she has done a wonderful job.

The 2015 VOCA Grant was presented for approval to cover funding of the Victim Witness program here in Lincoln County. She stated that this grant asks for a waiver of the 20% matching funds from Lincoln County. Also requests funding for additional part time person for Lincoln County. Lincoln County has been servicing 1700-1800 victims of crime a year, this is very time consuming for one person and needs assistance. According to the guidelines there should be 1 person to every 500 victims.

Korf stated that if this grant is not approved as written, then she will need to have the County Board of Commissioners sign a new grant application with changes.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the necessary documents for the 2015 VOCA grant application for the Lincoln County Attorney’s Office. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Chief Deputy, Roland Kramer was present to discuss grant applications for the Lincoln County Sheriff’s Office. He stated that the grant application to be submitted to Union Pacific Railroad was placed on the agenda in error.

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the grant application for the Lincoln County Sheriff’s Office to be submitted to Nebraska Office of Highway Safety. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Recess at 9:45 A.M. as the County Board of Commissioners and reconvene as the County Board of Equalization.

Motion by Deterding, seconded by Henry to go into closed session regarding a strategy session concerning pending litigations, and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Chairman Hewgley restated the reason for the closed session.

Motion by Henry, seconded by Deterding for the County Board of Equalization to go into open session. Upon roll call vote Henry, Deterding and Hewgley voted “aye”. Nays, none.

Adjourn as County Board of Equalization at 10:46 A.M. and reconvene as County Board of Commissioners.

Advance notice and the agenda for the June 8, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 6, 2015; and was also emailed to the media on June 6, 2015.

The agenda for the meetings to be held on June 15, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
