Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 15, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Century Link. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the right of way permit submitted by Consolidated Companies Inc. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to place on file the fee reports submitted by County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve and authorize chairman to sign Form 720 Quarterly Federal Excise Tax Return pertaining PCORI fees. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve and authorize the chairman to sign cancellation for ACH Debit and approve ACH Credit for the Lincoln County Imprest Account with Ameritas. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the notice of valuation changes numbered 2015-099 & 2015-100 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to go into closed session at 9:18 A.M. regarding a strategy session concerning pending litigations, and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Chairman Hewgley restated the motion for the closed session.

The Lincoln County Board of Equalization recessed at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.
Larry Meyer, of the Lincoln County Sheriff’s Office, presented a grant application to be submitted to the Nebraska Office of Highway Safety for a local campaign to take place July 2 – July 5, in the amount of $4044. He stated they will probably receive less than what was requested.
Motion by Deterding, seconded by Henry to authorize the Chairman to sign the grant application to be submitted to the Nebraska Office of Highway Safety by the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
A public hearing was opened at 9:40 A.M. regarding the appointments of Marilyn McGahan and Vicki McPherron to Hospital Authority No. 1 of Lincoln County Board of
Directors to serve six year terms to expire September, 2021.
Michael Feagler of Great Plains Health explained the legislative intent of creating hospital authorities and the appointment of board members and the county’s roll in that process.
Bernice Zeigler asked for further clarification on exactly what the board’s duties were and who they reported to on these matters.
Feagler explained that it is basically an oversight committee concerning issuance of bonds for projects and they make sure all the documents are done properly. By statute the hospital authority has to go through a governmental entity as part of the process in establishing and maintaining the hospital authority.
No other comments were received. The public hearing was closed at 9:49 A.M.
Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2015-08 regarding the appointments of Marilyn McGahan and Vicki McPherron to Hospital Authority No. 1 of Lincoln County Board of Directors to serve six year terms to expire September, 2021. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Jayna Schaff of Community Connections, County Attorney Rebecca Harling and Amanda Speichert of the Public Defender’s Office appeared to present the proposed three year Juvenile Services Comprehensive Community Plan. The reported that six priorities were highlighted in the plan.
Commissioner Hewgley asked how this will impact juvenile costs in the court system.
County Attorney, Rebecca Harling, commented that most of these priorities encourage programs that will hopefully prevent juveniles entering the court system by having community based services in place.
Motion by Henry, seconded by Deterding to approve and authorize the chairman to sign the Lincoln County Juvenile Services Comprehensive Community Plan July 1, 2015 to June 30, 2018 as presented. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Register of Deeds, Lois Block, reported that the bid from Salina Blue does not include service or maintenance and that service for the machine would have to come out of Colorado. Her current copier is 15 years old and the newer computers in her office cannot connect to the copier.
Motion by Henry, seconded by Deterding to approve the purchase of a color copier for the Register of Deeds office from Eakes Office Solutions in the amount of $5193. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Recess as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization at 11:20 A.M.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 19, 2015; and was also emailed to the media on June 19, 2015.
The agenda for the meetings to be held on June 29, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
