Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell. Commissioner Hewgley was absent. Henry offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M.

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 20, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the right of way permits submitted by Consolidated Companies Inc. and Century Link. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the service agreement with Eakes Office Solutions for the Register of Deeds copier. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

No action was taken on the grant awards and special conditions for Juvenile Grants #14-EB-611 and #115-CB-534 or the revised budget for Juvenile Grant #14-EB-611

as it was not received in the mail.

Recess at 9:17 A.M. as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

Motion by Deterding, seconded by Henry to approve minutes of Lincoln County Board of Equalization meeting on July 20, 2015. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve and authorize the vice chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve to accept the letters of explanation for the late filing of the 2015 Homestead Exemption Application by Thomas Cardenas and Erna Mills. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption application submitted by First Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Henry to approve the notice of valuation change numbered 2015-112 as submitted by the County Assessor. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.

The Lincoln County Board of Equalization recessed at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

Lincoln County Assessor, Julie Stenger, presented the Three Year Plan of Assessment Update for Lincoln County.

Motion by Deterding, seconded by Henry to approve the reappointment of Bob

Lindemeier to the Lincoln County Merit Commission for a three year term to expire

January, 2018. Upon roll call vote Deterding and Henry voted “aye”. Nays, none.

Hewgley absent.

Lincoln County Sheriff, Jerome Kramer, discussed the housing of state prisoners in the

Lincoln County Detention Center. The State of Nebraska had contacted him to see if

the county would be interested. We are starting off with a lower number but plan to

house as many as we can in the future. The only cost to the county is for food. They

will still house prisoners for the surrounding counties as well.

Advance notice and the agenda for the July 27, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 24, 2015; and was also emailed to the media on July 24, 2015.

The agenda for the meetings to be held on August 3, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
