Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:04 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 10, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.    

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to place on file the fee report submitted by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permits submitted by Stacey McConnell and Settje Agri Services. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Henry, seconded by Deterding to approve the special designated liquor permit submitted by the Fraternal Order of Eagles #2839 for the Pheasants Forever Banquet to be held on October 3, 2015 at the Creekside Event Center. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 10, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

No certificates of correction or refund submitted by the County Assessor.

Motion by Deterding, seconded by Henry to approve notice of valuation changes numbered 2015-116 & 2015-117 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.        

Discussion of the application process, obligations, and requirements concerning

applying for a grant from the Nebraska Game and Parks Commission under the

Recreational Trails Program to construct a recreational non-motorized trail of

approximately 1.6 miles in the Lake Maloney area. This would also include review of

documentation and requirements concerning applying for the grant and discussion

regarding administrating the grant if received. Dr. Jim States representing the Lake

Maloney Home Owners Association and Brian Hope of NPPD were present. Julie

Ogden of JEO Consulting and C.J. Poltack of West Central Nebraska Development

District was present by phone.

Motion by Henry, seconded by Deterding to approve the appointment of Commissioner Hewgley to screen applications received for the Lincoln County Highway Supt. position and bring recommended applicants to the full board of County Commissioners for assessment and interview. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The following item on the agenda was cancelled: Discuss and consider entering The

county of Lincoln, in the State of Nebraska, into a contract with Milco Environmental

Services, Inc., and Cement Products, Inc., concerning removal of two (2) underground

storage tanks and associated lines from its property located at 301 & 302 North Jeffers

Street, North Platte, Nebraska.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign

the Community Based Juvenile Service Aid Grant Award 15-CB-0534 and Special

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the Community Based Juvenile Services Aid Enhancement Grant Award 15-EB-0611and Special Conditions.   Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign

the Revised Budget for Community Based Juvenile Services Aid LB265A Allocation.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

The County Board of Commissioners conducted a 2015/2016 Budget Work Session.

Advance notice and the agenda for the August 17, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 14, 2015; and was also emailed to the media on August 14, 2015.

The agenda for the meetings to be held on August 24, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
