Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:04 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 23, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve closing of the Lincoln County offices at 1:00 P.M. on December 24, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Dawson Public Power District. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the appointment of Brandon Myers as the Lincoln County representative to the Nebraska Regional Interoperability Network Board. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 23, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Introduction of Luke Peebles – USDA Wildlife Specialist.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the North Platte/ Lincoln County Visitors Bureau 2015 Improvement Fund Grant Agreement between Lincoln County Board of Commissioners and NEBRAKSAland Day’s Foundation. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the addition of a full time Marketing & Events Specialist to the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the renovation of a storage room into an office space for the Marketing and Events Specialist and accept the bid of Al Davis Construction in the amount of $7250 to complete the project. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The following bid was received for one used five yard truck for the Lincoln County
Department of Roads:
Mountain Truck & Equipment Company – Longmont, Colorado – 1 used 2000 International – $26,250/ Option 1 – $1350 for a 14 ft. sander
Motion by Deterding, seconded by Henry to approve to accept the bid of Mountain Truck & Equipment Company in the amount of $26,250 and to allow the Lincoln County Department of Roads to determine if Option 1 will work for them. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve setting December 21, 2015 at 10:00 A.M. to accept bids on vehicles for the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and adopt Resolution 2015-27 repealing Resolution No. 2015-23 and Resolution No. 2015-22 and dissolving the appointment of Airport Zoning Commission for the purpose of allowing the City of North Platte and the County time to determine what roles the City, County and the Joint Airport Zoning Board will play under the Airport Zoning Act. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the November 30, 2015 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 25, 2015; and was also emailed to the media on November 25, 2015.
The agenda for the meetings to be held on December 7th, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
