Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 11, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to place on file the fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the correction of the Highway Superintendent salary for 2016 to $4386 per month or $52,362 per year. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize Highway Superintendent, Carla 0’Dell, to submit the Project Work Order for South River Road project – FEMA #4225. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 11, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

Motion by Henry, seconded by Deterding to approve and adopt Resolution 2016-03 authorizing the Chairman to sign an HRRR agreement with the State of Nebraska – Department of Roads for Bridge & Culvert Object Marking. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Recess as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization at 9:45 A.M.

 

Presentation by the Lincoln County Assessor to present facts and circumstances showing that the income-approach calculation on the Luke Estates, L.P., rent-restricted housing project consisting of ten houses located at the following addresses:

3920 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

3921 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4000 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4001 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4002 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4003 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4006 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4007 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4010 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101; and

4011 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101

does not result in a valuation of the rent-restricted housing project at actual value. This is per             Neb. Rev. Stat. § 77-1333(10).

 

Discuss and consider whether to concur or not with the Lincoln County Assessor.

 

Lara Huskey – Senior Vice President of Midwest Housing Development Fund, Inc. of Omaha, NE appeared at the board’s request to give additional information on how the tax credits are transferred from the Federal Government to the private sector. The units are rent restricted from 30 – 45+ years.  The committee established by the legislature collected data and set a cap rate for 2016 on rent restricted housing projects.  This enables lenders to have more exact figures to work with on projects.

 

Charity Farley, lead appraiser for the Lincoln County Assessor’s Office, asked what they could do if they questioned the information being submitted on these properties.

 

Huskey responded that they should be submitting data off the audited form to the County Assessors.

 

Henry Vogt, appraiser for the Lincoln County Assessor’s Office, commented that they questioned some of the vacancy rates and income/expense ratios that had been submitted.

 

Commissioner Hewgley asked what the Assessor’s Office could do if they had questions on the data submitted.

 

Huskey responded that they should be able to look at the audited financial statements.

 

Julie Stenger, Lincoln County Assessor, stated that after doing some additional research and contacting other counties she would like to withdraw the request for this year.

 

The Lincoln County Board of Commissioners took no action as per the County Assessor’s request.

 

Adjourn as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners at 10:20 A.M.

Advance notice and the agenda for the January 19, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 15, 2016; and was also emailed to the media on January 15, 2016.

 

The agenda for the meetings to be held on January 25, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
