Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:08 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 19, 2016.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution 2016-04 appointing the county depositories for 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the Condition of the Treasury of Lincoln County, Nebraska from July 1, 2015 to December 31, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 19, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

 

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application for First Baptist Church as recommended by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption application for North Platte Baptist Church as recommended by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve accepting Ducks Unlimited (Wetlands America Trust) withdrawal of its proposed acquisition concerning acquiring a conservation easement on real property owned by Fowl Language LLC (Shane Roth), located in Pt of Lots 3, 4, 5, 6, 7 & Accretions in Section 31, Township 14 North, Range 33 West, Lincoln County, Nebraska; and Lot 6 & Pt Lot 7 in Section 36, Township14 North, Range 34 West, Lincoln County, Nebraska (approximately 298 acres). Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve setting Tuesday, February 16, 2016 at 10:00 A.M. for public hearing for the One & Six Year Road Plan for the Lincoln County Department of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Paul Greiger of D.A. Davidson appeared to discuss the possibility of refinancing the existing 2011 series of Lincoln County bonds. The bonds are currently at a 3.54% interest rate and it appears it could be reduced to 2 – 21/2 % which would net the county savings of $400,000 – $500,000.  He suggested a possible time line to proceed if the County Board was interested.

 

County Board requested that he submit the necessary documents for consideration to proceed with refinancing.

 

Brandon Myers, Emergency Management Director gave his quarterly report for the period ending December 31, 2015.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign entering The county of Lincoln into a contract/agreement with Mid-Continental Restoration Co., Inc., to provide tuck pointing to the Lincoln County Courthouse.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the January 25, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 22, 2016; and was also emailed to the media on January 22, 2016.

 

The agenda for the meetings to be held on February 1, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
