Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Joe Hewgley and County Clerk, Rebecca Rossell. Commissioner Henry was absent. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 14, 2016. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2016-10 addition of securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the acceptance of life insurance renewal for Lincoln County, NE with Madison National Life Insurance Company. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve special designated liquor permit submitted by Sculley LLC for a reception to be held at Harbor Lights on April 8, 2016. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Hewgley to approve and set the date of April 11, 2106 at 9:45 A.M. to accept bids for one vehicle for the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Hewgley to approve brochure distribution contracts
for 2016 with CTM Media Group and Certified Folder Display Service, Inc. for the North
Platte/Lincoln County Visitors Bureau and authorize the Chairman to sign. Upon roll
call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
The following informal bids were received to purchase a sander for a 10 yard truck for
the Lincoln County Department of Roads: Monroe Truck Equipment Inc. – $10,995; LCL
Truck Equipment – $9,658 and KOIS Brothers – $13,302. Road Department personnel
recommend to accept the bid of Monroe Truck Equipment Inc. in the amount of $10,955
Motion by Deterding, seconded by Hewgley to approve to accept the bid of Monroe
Truck Equipment, Inc. in the amount of $10,955 due to better quality. Upon roll call vote
Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve entering The county of Lincoln
[County] into an Recreational Use Agreement with the Nebraska Public Power District
[the District) in regards to the project titled “Lake Maloney Hiking and Biking Trail, Phase
2” and authorize the Chairman to sign. Upon roll call vote Deterding and Hewgley
voted “aye”. Nays, none. Henry absent.
Motion by Deterding, seconded by Hewgley to approve entering The county of Lincoln [County] into an Amendment to Lake Maloney Trail Agreement with Lake Maloney Property Owners Association [Association] in regards to the project titled “Lake Maloney Hiking and Biking Trail, Phase 2” and authorize the Chairman to sign. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Commissioners conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the March 21, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 18, 2016; and was also emailed to the media on March 18, 2016.
The agenda for the meetings to be held on March 28, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
