Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 25, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 25, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption applications submitted by North Platte Baptist Church and North Platte Catholic Schools. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Great Plains Health. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Carla O’Dell, Lincoln County Highway Superintendent, appeared to discuss constructing a new shop/office in Hershey. It would be the same size as the current building which is 14 X 26. The current building is in disrepair. The estimated cost is in the current road department budget.
Motion by Deterding, seconded by Henry to set May 23, 2016 at 10:00 A.M. to receive bids for construction of a building in Hershey for the Lincoln County Department of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The following item was cancelled due to an inaccurate legal description: Public hearing for discussion regarding Lincoln County Board of Commissioners, based on the Board’s power to purchase real estate for The county of Lincoln, in the State of Nebraska, attempting to purchase a parking lot located at 115 -115 ½ West 2nd Street, North Platte, Nebraska from LeRoy W. Wood, for an amount of $72,500.00, which has a legal description of “The West 54’ of Lot 6, Block 16, Original Town to the City of North Platte, Lincoln County, Nebraska.”
Motion by Deterding , seconded by Henry to approve a Public Hearing be set for May 16, 2016, at 9:30 a.m., before this Board, for discussion regarding The Lincoln County Board of Commissioners, based on the Board’s power to purchase real estate for The county of Lincoln, in the State of Nebraska, attempting to purchase a parking lot located at 115-115 ½ West 2nd Street, North Platte, Nebraska, from LeRoy W. Wood, for an amount of $72,500.00, which has a legal description of “The West 54’ of Lot 6, Block 161, Original Town to the City of North Platte, Lincoln County, Nebraska,” for the purpose of consummation of the purchase of the property (real estate) thirty days or more after the Public Hearing per Neb. Rev. Stat. §25-2505, and instruct the Lincoln County Clerk to have the Public Hearing advertised (Notice of Public given) as required by law. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve a special designated liquor permit submitted by North Platte Area Children’s Museum for a fundraiser on June 4, 2016 at Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve a Manager Application for Cynthia J. Halligan in connection with Prairie Mart located at 747 E North Lake Road, North Platte, NE and forward to the Nebraska Liquor Control Commission with favorable comments. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to acknowledge receipt of Resolution No. AM16-001 from the Lincoln County Planning Commission, a written recommendation from the Lincoln County Planning Commission concerning the proposed amendment titled “PROPOSAL AMENDING ARTICLE 11: Amendments,” which amends Article 11 of the “Zoning Regulations of The county of Lincoln, Nebraska.” Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the May 2, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 29, 2016; and was also emailed to the media on April 29, 2016.
The agenda for the meetings to be held on May 9, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
