North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 2, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the fee reports submitted by County Court, County Clerk, Register of Deeds, Clerk of District Court and County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the subgroup application with Blue Cross/Blue Shield health insurance effective July 1, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Gothenburg Irrigation/Pothook Ranch. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 2, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

Sally Vaughn, Executive Director of Region II Services updated the County Board on agency services.

 

A public hearing was opened at 9:45 A.M. for Lincoln County Community Development Corporation concerning 2016 applications for the Nebraska Affordable Housing Program to be submitted to the Nebraska Department of Economic Development.

 

Executive Director, Nancy Striebel, explained what the funding in the two applications would be used for if approved. She reported 57 houses have been completed in our area through the years using these funds.

 

The public hearing was closed at 9:55 A.M.

 

No action was needed by the County Board of Commissioners.

 

Lonnie Folchert, Chief Probation Officer for District 11, reported that the District 11 Reporting Center is up and running. If North Platte is picked for the second round of hiring we are in good shape to accommodate additional personnel.

 

The following informal bid was received for blinds and installation for the Lincoln County Courthouse windows: Orr’s – $16,486.  Two other companies were contacted for informal bids but no other bids were received.

 

Motion by Deterding, seconded by Henry to approve to accept the informal bid of Orr’s in the amount of $16,486 for installed blinds for the Lincoln County Courthouse. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the May 9, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 6, 2016; and was also emailed to the media on May 6, 2016.

 

The agenda for the meetings to be held on May 16, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
