Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 16, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign a contract with Marcia Trego for property valuation protest referee services. Upon roll call vote Deterding,  Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Consolidated Company, Inc. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 16, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution 2016-15 entering The county of Lincoln into an Interlocal Agreement for Cooperative Public Safety Services with Adams, Buffalo, Chase, Clay, Dawson, Dundy, Franklin, Frontier, Furnas, Gosper, Hall, Hamilton, Harlan, Hayes, Hitchcock, Kearney, Nuckolls, Phelps, Perkins, Red Willow, and Webster Counties and the Cities and Villages within said Counties for the purpose of establishing, maintaining, and operating a public safety Interoperable Radio System within the jurisdiction of the foregoing named counties and municipalities. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve and authorize the Chairman

to sign a mini-grant application for the Lincoln County Sheriff’s Office for extra

enforcement during NebraskaLand Days in the amount of $12,480 to be submitted to

the Nebraska Office of Highway Safety. Upon roll call vote Deterding, Henry and

Hewgley voted “aye”. Nays, none.

 

The following bid was received for construction of a building in Hershey, NE for the

Lincoln County Department of Roads: Kurt O’Dell Home Remodeling & Repair – $34,600 with option to demo and haul away debris at $3,950.

 

Carla O’Dell, Lincoln County Highway Supt., stated that county road department personnel will do the demolition and can haul away the debris.

 

Motion by Henry, seconded by Deterding to approve to accept the bid of Kurt O’Dell Home Remodeling & Repair in the amount of $34,600 per county specifications. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the special designated liquor permit for Rivers Edge Golf Club NE LLC for a concert to be held on June 4, 2016 at the Lincoln County Fairgrounds. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The following informal bids were received for roof repair of the Boiler Room Building:

Weathercraft – $8,285, Sidney Roofing and Construction – $9,628.

 

Motion by Deterding, seconded by Henry to approve to accept the bid of Weathercraft in the amount of $8,285 for boiler room building roof repair. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve to refer a proposed acquisition to and receive from the Lincoln County Planning Commission regarding the conformity of the proposed acquisition comprehensive planning for the area submitted by Ducks Unlimited (Wetlands America Trust Inc.), that is acquiring a conservation easement on real property owned by Fowl Language Ranch, LLC (Shane Roth), located as per Exhibit “A”. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the May 23, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 20, 2016; and was also emailed to the media on May 20, 2016.

 

The agenda for the meetings to be held on May 31, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
