Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 23, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 23, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve notice of valuation changes numbered 2016-01 thru 2016-67 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

 

 

Lonnie Folchert, District 11 Chief Probation Officer, appeared to discuss his request to add 2.5 rooms and one bathroom all of which are disability accessible for the probation reporting center. This would increase the monthly rent payment by $400.  The county would need to amend its contract with Gordon Petersen.

 

Folchert will work with Deputy County Attorney, Joe Wright, to draft an amendment to the current rent contract for the County Board to review.

 

Motion by Deterding, seconded by Henry to receive the tort claim filed by Frank Foell and take no action on the tort claim and have it forwarded to the County’s insurance carrier. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

County Court Judge Turnbull and County Court Judge Piccolo reported that the clerk magistrate will be retiring on June 30, 2016 and they would like to change a few things in the staff area. They would like to move the clerk magistrate out into the staff area and move the bailiffs into the clerk magistrate’s old office. Judge Piccolo’s office would also move. It would require some remodeling of the area.

 

County Board members will tour the area and discuss the request with the building and grounds supervisor.

 

Motion by Deterding, seconded by Henry to approve to adopt Resolution No. 2016-16 a Resolution Amending Resolution 2016-11 for the purpose of changing the initial meeting date, time and location for the Airport Zoning Commission for The county of Lincoln.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to set June 20, 2016 at 9:30 A.M., as the

Public Hearing date on a proposed Amendment to the “Zoning Regulations of The

county of Lincoln, Nebraska,” recommended by the Lincoln County Planning

Commission, in which the proposed Amendment amends Article 11 of the “Zoning

Regulations of The county of Lincoln, Nebraska,” and is entitled “PROPOSAL

AMENDING ARTICLE 11: Amendments,” and furthermore instruct the Lincoln County

Clerk to have the Public Hearing (Notice of Public Hearing given) as required by law.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the May 31, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 27, 2016; and was also emailed to the media on May 27, 2016.

 

The agenda for the meetings to be held on June 6, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
