Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 31, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to place on file the fee reports submitted by Clerk of District Court and County Clerk. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-17 for the substitution of securities by Gothenburg State Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the Preliminary Official Statement for Series 2016 Refunding Bonds. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the reappointment of Jerry Jurgens to the Veterans Service Committee for a term starting July 1, 2016 to June 30, 2021. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 31, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Great Plains Health and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Bethel Evangelical Free Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the notice of valuation changes numbered 2016-068 thru 2016-074 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the 2016 Victim of Crimes Act & State Victim Assistance Grant Application and supporting documents. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Because of a conflict of interest in the Lincoln County Attorney’s Office – Motion by

Deterding, seconded by Henry to approve appointing an attorney (Tim Broulliette) to

represent THE COUNTY OF LINCOLN and the CLERK OF THE DISTRICT COURT

FOR LINCOLN COUNTY as judgment creditors (defendants) in six Tax Foreclosure

Complaints filed by THE COUNTY OF LINCOLN, in the District Court in and for Lincoln

County, Nebraska, Case Nos. CI 16-24, CI 16-25, CI 16-26, CI 16-27, CI 16-29, & CI

16-30. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Luke Peebles, USDA wildlife specialist, appeared to present the renewal agreement for

services from July 1, 2016 to June 30, 2017 which has a 2% increase.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign

a renewal agreement with the USDA for wildlife services from July 1, 2016 to June 30,

  1. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Randy Saner and Kelly Brunz appeared to give an update on some changes in the

Lincoln/Logan/McPherson County Extension Office. They discussed structuring the

Extension Assistant position differently for the upcoming budget year.

 

County Board took no action and requested they be put on the agenda for the next board meeting.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the Nebraska Office of Highway Safety grant application for additional enforcement for the 4th of July holiday in the amount of $4200 for the Lincoln County Sheriff’s Office.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the June 6, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 3, 2016; and was also emailed to the media on June 3, 2016.

 

The agenda for the meetings to be held on June 13, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
