Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Hewgley called the meeting to order at 9:03 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 18, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the Condition of the Treasury of Lincoln County, NE from January 1, 2016 to June 30, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign a letter of understanding with McChesney Martin Sagehorn for 2016/2017 budget services. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the right of way permit submitted by Custer Public Power District. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Dawson Public Power District. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-35 to authorize the Chairman to sign an Interlocal Agreement to house inmates at the Lincoln County Detention Center for Garden County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-34 to authorize the Chairman to sign an Interlocal Agreement to house inmates at the Lincoln County Detention Center for Chase County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-36 to authorize the Chairman to sign an Interlocal Agreement to house inmates at the Lincoln County Detention Center for Deuel County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-37 approving the substitution of securities by the Lincoln County Treasurer pledged by First State Bank – Gothenburg. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-38 approving the withdrawal of securities by the Lincoln County Treasurer pledged by Gothenburg State Bank. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:22 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 18, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Lincoln County Assessor, Julie Stenger, reported concerning SVP 2016-11filed by Marsha Hecox. They view this parcel as recreational as there is very little ag use and it is separated from the corporation.

 

Motion by Deterding, seconded by Henry to agree with the County Assessor and recommend no change on SVP2016-11 filed by Marsha Hecox. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:34 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve special designated liquor license

application submitted by Keane Lohmiller for a reception to be held on August 13, 2016

at 1916 East Walker Road, North Platte, NE.  Upon roll call vote Deterding, Henry and

Hewgley voted “aye”. Nays, none.  Motion carried.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign

a grant application to be submitted to the Nebraska Office of Highway Safety by the

Lincoln County Sheriff’s Office in the amount of $14,280. Upon roll call vote Deterding,

Henry and Hewgley voted “aye”. Nays, none.

 

Carla O’Dell, Lincoln County Highway Supt., gave a South Platte River Project update. She has been working with our engineering consultant, Corp of Engineers and NEMA.

They are proposing bend way weirs, moving the road and stabilizing the river bank. She has requested a total cost estimate for this project. A scope of work will be written

and submitted to FEMA and Corp of Engineers for approval.

 

Motion by Henry, seconded by Deterding to approve a special designated liquor license

application submitted by Sculley’s for a reception to be held on August 13, 2016 at the

Lincoln County Fairgrounds. Upon roll call vote Deterding, Henry and Hewgley voted

“aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve a special designated liquor license application submitted by Sculley’s for a reception to be held on August 20, 2016 at Creekside Event Center. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve a special designated liquor license application submitted by Sculley’s for a reception to be held on August 27, 2016 at Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger, presented the Three Year Plan of Assessment Update

for Lincoln County.

 

The Lincoln County Board of Commissioners recessed at 11:20 A.M. and the Board of

Equalization convened.

 

Discussed and considered property valuation protests (Form 422).

 

The Lincoln County Board of Equalization adjourned at 12:20 P.M. and the Lincoln

County Board of Commissioners reconvened.

Advance notice and the agenda for the July 25, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 22, 2016; and was also emailed to the media on July 22, 2016.

 

The agenda for the meetings to be held on August 1, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
