Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 15, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the Underwriting & Disclosure Letter in relation to General Obligation Refunding Bonds Series 2016B with D. A. Davidson. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-42 to authorize the Chairman to sign an Interlocal agreement to house inmates at the Lincoln County Detention Center for Hooker County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign an agreement with North Platte Public Schools for school related services per state statute. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the Final Report of Distress Warrants issued in Lincoln County, Nebraska by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 15, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The agenda item concerning the homestead exemption application was on the agenda for a letter of explanation for late filing when it should have been an appeal for denial. It will be place on the August 29, 2016 agenda for consideration.

 

Shirley Hubbard reported that she had difficulty with the county offices during the filing process for her property valuation protests and had asked to speak to the County Board directly and was never scheduled to do so. She also stated that the parcels she protested should be agricultural and not recreational.

County Assessor, Julie Stenger, explained the methodology used for recreational parcels.

 

Commissioner Hewgley commented that the County Assessor has to follow state statute and has tried to be consistent using the chosen methodology.

 

The Lincoln County Board of Equalization adjourned at 9:45 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-43 authorizing the Chairman to sign the Advance Railroad Pavement Marking Program agreement with the State of Nebraska Department of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Jack McPeak appeared to discuss alleged damage to his vehicle by a county road truck that put a rock through his windshield.

 

Motion by Deterding, seconded by Henry to receive tort claim and take no action on the tort claim filed by Jack McPeak and forward the claim on to the county insurance carrier. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the special designated liquor permit submitted by Lincoln County Ag Society for a fundraiser to be held on September 24, 2016 at the Lincoln County Fairgrounds pavilion. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

County Board conducted a 2016/2017 budget work session.

Advance notice and the agenda for the August 22, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 19, 2016; and was also emailed to the media on August 19, 2016.

 

The agenda for the meetings to be held on August 29, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
