North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 6, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to place on file the fee reports submitted by the Register of Deeds, Clerk of District Court, County Court and County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-54 authorizing substitution of securities by NebraskaLand National Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-55 concerning an Interlocal agreement with the City of North Platte for maintenance of roads in the city limits. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-56 concerning an Interlocal agreement with the City of North Platte for maintenance of roads outside the city limits. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-57 an Interlocal agreement with the City of North Platte for dispatch services from 10-1-2016 to September 30, 2017. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 6, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Henry, seconded by Deterding to approve notice of valuation changes numbered 2016-90 & 2016-91 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve entering The county of Lincoln, in the State of Nebraska, the recipient of funds, into a Memorandum of Understanding with Mid- Nebraska Community Foundation, Inc., the contributor, for the purpose of the Mid-Nebraska Community Foundation, Inc., contributing additional funds to the Project known as “Lake Maloney Hiking and Biking Trail, Phase II,” to cover the additional.1 mile trail increase to the “Lake Maloney Hiking and Biking Trail, Phase II.” and authorize the Chairman to sign.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

A public hearing was opened at 10:00 A.M. to receive comments on the proposed 2016/17 fiscal year Lincoln County, Nebraska budget.

 

Susan Maline, CPA, gave a brief summary of the budget document.

 

Bernice Zeigler commented that the county started out with better figures this year to begin the budget process. She appreciates that they listen to the public.  She was pleased with their efforts concerning South River Road, Lake Maloney Hike & Bike Trail and purchase of the new county parking lot.  She stated the public has trouble understanding how the valuation and levy work together.

 

Eric Seacrest was pleased to see that they are working on avoiding a potential crisis in the road department concerning the age of the equipment. It is very difficult to maintain all the roads in the county with the current equipment.  He thanked them for participation in the Lake Maloney Hike & Bike Trail grant.

 

The public hearing was closed at 10:16 A.M.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-58 establishing the 2016/2017 fiscal year Lincoln County, Nebraska budget. Upon roll call vote Deterding,  Henry and Hewgley voted “aye”.  Nays, none.

 

A public hearing was opened at 10:19 A.M. to receive comments relating to setting the final tax request at a different amount than the prior year tax request.

 

No comments were received.

 

The public hearing was closed at 10:20 A.M.

 

Motion by Henry, seconded by Deterding to approve and adopt Resolution No. 2016-59 setting the final tax request at a different amount than the prior year tax request. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the September 12, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 9, 2016; and was also emailed to the media on September 9, 2016.

 

The agenda for the meetings to be held on Monday, September 19, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
