Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 24, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-71 for additional securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
County Assessor, Julie Stenger appeared.
Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 24, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund on personal property as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Lisa Burke, Executive Director of the North Platte/Lincoln County Visitors Bureau, and four board members appeared to present their recommendations concerning the applications that had been received for the 2016 improvement grant funds.
The recommendation for grant awards is as follows:
Village of Maxwell – $5000
Hershey Youth League – $17,136
Creativity Unlimited Arts Council – $25,000
North Platte Community Playhouse – $50,000
Lincoln County Historical Museum – $7,864
Total awards: $105,000
Plus a $50,000 commitment to NebraskaLand Days in a multi-year agreement for a grand total of $155,000 for 2016.
Motion by Deterding, seconded by Henry to approve the 2016 North Platte/Lincoln County Visitors Bureau improvement grant funding requests as presented. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Lonnie Folchert appeared to discuss the large pot holes in the probation office parking lot. He requested a temporary fix if it is not possible to get a long term solution figured out before the weather changes.
County Board stated they would contact the adjoining property owner and look into possible solutions.

Advance notice and the agenda for the October 31, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 28, 2016; and was also emailed to the media on October 28, 2016.
The agenda for the meetings to be held on Monday, November 7, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
