Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell.  Henry offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M.  Commissioner Hewgley was absent.

 

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 14, 2016. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to receive an order filed in the Office of the Lincoln County Clerk the audit report of Lincoln County, Nebraska for the fiscal year ending June 30, 2016. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve the special designated liquor permit submitted by Sculleys LLC for a reception to be held at Harbor Lights on December 9, 2016. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-75 for the HRRR Project Program Agreement BL1661 with the Nebraska Department of Roads for advanced railroad signing. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 14, 2016. Upon roll call vote Deterding and Henry voted “aye”. Nays, none.  Hewgley absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Rebecca Rossell, Lincoln County Clerk, explained the reason for the three rural vacancies on the Noxious Weed Board due to no candidate filings in the 2016 General Election.

 

County Board members discussed the process to fill the three rural board member vacancies for the four year terms to commence on January 5, 2017.

 

Motion by Deterding, seconded by Henry to advertise for letters or interest from rural residents of Lincoln County and appoint Commissioner Henry to review the applicants and make recommendations to the County Board. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve to amend the prior motion concerning the Noxious Weed Board vacancies to have letters of interest submitted by December 9, 2016 by 5:00 P.M.  Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The following informal bids were received for two used vehicles for the Lincoln County Emergency Management Department:

Janssen Chrysler Dodge   2005 Jeep Grand Cherokee          $10,000

2006 Ford Explorer                          $8,000

 

Motion by Deterding, seconded by Henry to approve to purchase the 2005 Jeep Grand Cherokee from Janssen Chrysler Dodge in the amount of $10,000 and to purchase the 2004 Dodge Ram 1500 from Bill Summers Ford in the amount of $6,988. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve to amend the motion concerning the two used vehicles for Emergency Management to strike the 2005 Jeep Grand Cherokee from Janssen Chrysler Dodge in the amount of $10,000 (as it had been sold) and to accept the 2006 Ford F-150 from Bill Summers Ford in the amount of $12,998 for a grand total of $19,976 for both vehicles from Bill Summers Ford. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

Advance notice and the agenda for the November 21, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 18, 2016; and was also emailed to the media on November 18, 2016.

 

The agenda for the meetings to be held on Monday, November 28, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
