Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 19, 2016. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.   Hewgley abstained.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to set the mileage rate at 53.5 cents per mile effective 1-1-2017 for use of a personal vehicle in conducting business for the county. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and also County Treasurer, Sue Fleck.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 19, 2016. Upon roll call vote Deterding and Henry voted “aye”. Nays, none.  Hewgley abstained.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign two certificates of correction or refund submitted by the County Assessor.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign two certificates of correction and refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Great Plains Health, Maranatha Bible Camp and Goodwill Industries of Greater Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by American Red Cross and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Kyle Mull and Scout Master Jim Parish of Troop 293 appeared to discuss the Eagle Scout project submitted by Kyle. Kyle would like to clean and move the McDonald monument which is near Maxwell, NE.  The new location would have a turnout for vehicles to stop and look at the monument.  He is requesting the county to supply crushed concrete for the drive area.

 

Motion by Henry, seconded by Deterding to approve the Eagle Scout project submitted by Kyle Mull and provide crushed concrete for the project. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Highway Supt., Carla O’Dell, reported on the Central Nebraska Public Power & Irrigation District Cottonwood Bridge replacement project. She stated that a public hearing was held on December 20, 2016 which she attended.  The initial start date for project was pushed ahead to January 16, 2017.  The estimated construction time is 10 weeks.  The detour route for this project is 24 miles one way using county roads.  The final completion date is listed as July 31, 2017.

Advance notice and the agenda for the January 3, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 30, 2016; and was also emailed to the media on December 30, 2016.

 

The agenda for the meetings to be held on Monday, January 9, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
