Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to elect Bill Henry as the Lincoln County Board of Commissioners Chairman for 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to elect Duane Deterding as the Lincoln County Board of Commissioners Vice Chairman for 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 3, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint The North Platte Telegraph as the official newspaper to publish legal notices in 2017 for Lincoln County, Nebraska. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2017-01 authorizing the County Treasurer to invest county funds for 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the 2016 Certification of County Highway Supt. for Nebraska Department of Roads. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to place on file the fee reports submitted by Clerk of District Court, Register of Deeds, County Clerk and County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Hewgley to elect Bill Henry as the Lincoln County Board of Equalization Chairman for 2017. Upon roll call vote Deterding and Hewgley voted “aye”.  Nays, none.  Henry abstained.

 

Motion by Hewgley, seconded by Henry to elect Duane Deterding as the Lincoln County Board of Equalization Vice Chairman for 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 3, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve to appoint Commissioner Joe Hewgley to the following boards for 2017:

  • ADA Coordinator
  • Economic Development Task Force
  • North Platte Economic Development Corporation
  • North Platte/Lincoln Visitors Bureau Board
  • Region II Human Services

Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve to appoint Commissioner Duane Deterding to the following boards for 2017:

  • Drug Task Force
  • West Central Development District
  • North Platte Senior Center Advisory Committee
  • West Central Area on Aging

Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve to appoint Commissioner Bill Henry to the following boards for 2017:

  • West Central District Health Board
  • West Central Weed Management Area
  • Home Health Agency
  • Sandhills RC & D
  • West Central Development District – Alternate

Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve to appoint the following individuals to the following boards for 2017:

  • Appointees to receive drug testing reports – Bill Henry and Joe Wright
  • Fair Housing Representative – Rebecca Rossell
  • South Central Planning & Exercise Training Region (SCPETR)

Brandon Myers and Joanna LeMoine as Alternate

  • Mid-Nebraska Community Services Inc. – Roland Coker

Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

The following bids were received for motor grader blades for the Lincoln County Department of Roads:

Motion by Hewgley, seconded by Deterding to approve to accept the low bid of Murphy Tractor in the amount of $20,868 for motor grader blades. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

The meeting was adjourned at 10:40 A.M.

 

Advance notice and the agenda for the January 9, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 6, 2017; and was also emailed to the media on January 6, 2017.

 

The agenda for the meetings to be held on Tuesday, January 17, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
