Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Vice Chairman Deterding called the meeting to order at 9:00 A.M. Commissioner Henry was absent.
Vice Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 21, 2017. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Hewgley, seconded by Deterding to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 21, 2017. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
There were no certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Deterding to approve the tax exemption application on real and personal property submitted by Cross of Christ Revival Center with the penalty assessed. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Commissioner Hewgley reported that he had reviewed the roof replacement bids from last week and the bid submitted by EcoGuard of McCook did not meet the bid specifications.
Motion by Hewgley, seconded by Deterding to accept the bid of Weathercraft Companies for roof replacement of the Lincoln County Courthouse – Roof 1, 2, 3 and 4 with the addition of the performance bond for a total amount of $51,096 and authorize the Vice Chairman to sign. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Hewgley, seconded by Deterding to set March 20, 2017 at 10:00 A.M. to accept bids for asphalt overlay for the Lincoln County Department of Roads. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Motion by Hewgley, seconded by Deterding to set March 20, 2017 at 10:15 A.M. to accept bids for micro surfacing for the Lincoln County Department of Roads. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
Planning Director, Judy Clark, appeared and stated that planning staff had no objections to the application submitted by Jeffrey and Wanda Cooper.
Motion by Hewgley, seconded by Deterding to approve File No. SU17-001 an application submitted by Jeffrey and Wanda Cooper for Cooper Administrative Subdivision located at 100 Northridge Circle Drive described as: Lots 1 & 2, Block 4 Hillcrest Estates Fifth Addition, Lincoln County, Nebraska to consolidate 2 lots into 1 lot. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Henry absent.
A public hearing was opened at 10:00 A.M. to receive comments concerning a “Proposed Repeal of Section 4.15 AH – Airport Hazard/Approach Overlay District” of the “Zoning Regulations of The county of Lincoln, Nebraska,” which has been recommended by the Lincoln County Planning Commission.
Mike Jacobson, Vice-Chairman of the North Platte Airport Authority, commented by repealing the current regulations and changing them as proposed will bring the regulations into compliance with current Nebraska state law and will protect the critical air space around the airport. There are no issues today and this will prevent any future issues.
Deputy County Attorney, Joe Wright, stated that the resolution before the County Board today is different than the previous resolution with the same number that was adopted in the summer of 2016. He gave a brief summary of the changes and reason for the repeal. He distributed a possible resolution to repeal the above mentioned Section for consideration at the next board meeting.

A public hearing was opened at 10:30 A.M. to receive comments concerning a “Proposed Initial Zoning of Airport Hazard Area under the Airport Zoning Act” (includes the Airport Hazard Area Map), which has been recommended by the Airport Zoning Commission for The county of Lincoln in its final report to the Lincoln County Board of Commissioners.
Deputy County Attorney, Joe Wright, gave a brief summary of the changes and possible resolution to be considered at the next board meeting.

Advance notice and the agenda for the February 27, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 24, 2017; and was also emailed to the media on February 24, 2017.
The agenda for the meetings to be held on Monday, March 6, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
