Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 27, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Dawson Public Power District. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Clerk and Register of Deeds. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the special designated liquor permit submitted by Sculley LLC for a reception to be held at Harbor Lights on September 9, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared as well as Becky Mora representing the Lincoln County Treasurer.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 27, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the motor vehicle tax exemption applications submitted by New Life Assembly and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the motor vehicle tax exemption application submitted by Berean Fundamental Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve granting a waiver to Cross of Christ Revival Center to allow the County Treasurer to examine the exemption application which was filed after the deadline as per Nebraska State Statute 77-202.01(2). Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-06 to repeal “Section 4.15 AH – Airport Hazard/Approach Overlay District” of the “Zoning Regulations of The county of Lincoln, Nebraska.”   Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Resolution No. 2017-06 as follows:

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-07 to adopt and enact the “Airport Zoning Regulations of The county of Lincoln, Nebraska,” which meets the requirements of the Airport Zoning Act.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Resolution No. 2017-07 as follows:

 

Motion by Hewgley, seconded by Deterding to approve the 2017 brochure contracts for the North Platte/Lincoln County Visitors Bureau with Certified Folder Display Service Inc. in the amount of $11,343.32 and CTM Brochure Group in the amount of $6595.00 and authorize the Chairman to sign. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Approved the following claims as presented for payment:

Advance notice and the agenda for the March 6, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 3, 2017; and was also emailed to the media on March 3, 2017.

 

The agenda for the meetings to be held on Monday, March 13, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
